Personnel Security Specialist III (TS with SCI Eligibility clearance and Hybrid role)

RiverTech is seeking a Personnel Security Specialist III to provide entrance on duty (EOD) support, making pre-appointment and interim clearance recommendations in accordance with relevant Executive Orders (EOs), U.S. Code of Federal Regulations (CFR), Security Executive Agent Directives (SEADs), and Intelligence Community Directive (ICD) 704. Final EOD recommendations are made by appropriate Federal employees. Join our team of outstanding professionals by applying today!

This role is hybrid with an in-office requirement; the selected candidate must reside in the DC/MD/VA area.

Responsibilities
  • Have prior experience in personnel security intake or adjudication.
  • Possess strong knowledge of personnel security regulations and policies, including EO 13467, SEAD 3, 5 CFR Part 731 and 732.
  • Conduct investigative checks such as fingerprint results, investigation history, and process Electronic Application for Personnel Security Clearances, including public trust and national security cases.
  • Determine Entry on Duty (EOD) eligibility through review of eQIPS & eAPPS, fingerprints, credit checks, law enforcement checks, etc.
  • Identify and resolve discrepancies or derogatory information in submitted forms or documents.
  • Conduct security checks and review personnel security information using various databases to verify background investigations and eligibility for reciprocity.
  • Assist in implementing operational policies, procedures, programs, and standards, including the Continuous Evaluation Program, continuous vetting, and RAPBACK.
  • Initiate background investigations via the electronic questionnaires system (eAPP) and obtain security questionnaires from applicants.
  • Ensure completeness of security questionnaires and submit them to DCSA or designated investigative service providers.
  • Provide technical assistance to applicants completing security questionnaires in the eAPP system.
  • Contribute to process improvements within the division.
  • Prepare documentation such as SOPs, reports, training materials, and briefings to support the personnel security mission.
Qualifications
  • Active Top-Secret clearance with SCI eligibility.
  • High School Diploma or GED.
  • Minimum of 4 years experience in personnel security.
  • Proven experience in rendering adjudicative or EOD recommendations.
  • Proficiency in Microsoft Office, excellent communication, risk management, and problem-solving skills.
  • Expert knowledge of government security policies and regulations, including FIS, EO 12968, 13526, 10450, CFRs, SEADs, ICD 704, or similar guidelines for EOD recommendations.
