Position Description: ThinkTek is seeking an industrial security specialist to support the Defense Counterintelligence and Security Agency (DCSA). This specialist position supports DCSA's risk-based industrial security oversight mission by providing impactful pre-security review research and analysis relevant to the National Industrial Security Program (NISP). Research sources vary but are primarily limited to commercial and government databases, controlled unclassified information (CUI), and publicly available information (PAI). Currently, due to COVID-19 mitigation efforts initiated by DCSA, a hybrid work arrangement of telework and on-site support temporarily exists.

Position Responsibilities

  • Producing impactful research and analysis of potential risks to cleared defense contractors (CDC) and Department of Defense (DoD) programs.
  • Identifying and reporting potential vulnerabilities associated with the CDC.
  • Identifying and reporting possible OPSEC or other security issues associated with the CDC.
  • Identifying and reporting possible violations of 32 Code of Federal Regulation (CFR) National Industrial Security Program Operating Manual (NISPOM) Part 117 requirements.
  • Authoring professional work products and meeting established deadlines.
  • Working in a collaborative on-site work environment at DCSA or independently through customer-approved telework.
  • Provide security oversight as the primary DoD security interface for cleared contractor facilities relative to the establishment and maintenance of a security program in compliance with the NISP.
  • Responsible for handling more difficult, complex, and challenging industrial security issues within the NAESOC area of responsibility.
  • Identify and conduct administrative inquiries of serious security violations.
  • The ability to set well-defined and realistic personal goals and display a high level of initiative, effort, and commitment towards completing assignments in a timely manner.
  • Facilitate the integration of the counterintelligence (CI) methodology into the administration of the NISP and provide CI information and guidance to internal and external stakeholders.

Required Qualifications

  • Bachelor's degree
  • Minimum Active Secret DoD Clearance with ability to upgrade to TS
  • Minimum three (3) years' experience with security-related data systems such as the National Industrial Security System (NISS) and the Defense Information System for Security-Joint Verification System (DISS-JVS), OR three (3) years' experience in intelligence or counterintelligence.
  • At least three (3) years' experience in program management support.
  • National Industrial Security Program Operating Manual (NISPOM) and Industrial Security Experience experience
  • Knowledge of the principles of OPSEC and OSINT.
  • Familiarity with new CUI guidance and directives.
  • Ability to understand and apply the principles of research to analyze, evaluate, and interpret raw data collected from multiple sources.

Preferred Qualifications

  • Active DoD Top Secret Clearance Preferred
  • At least five (5) years' relevant experience in business analysis, intelligence, counterintelligence, or industrial security.
  • Familiarity with the NISP and 32 CFR NISPOM 117 requirements.
  • Comprehensive knowledge of Microsoft Office software packages.
  • Specialized experience for this position includes conducting inspections, surveys, and investigations of government and non-governmental facilities and personnel in order to determine protection of sensitive materials and information and compliance with laws and regulations.
