Job description

Essential Job Functions
  • Personnel Security Processing Support
    • Use National Background Investigation Services (NBIS) to initiate requests for background investigations (SF 85, SF 85P, SF 86).
    • Review all required documents and forms for accuracy, completeness, and clarity before submitting them to PSS investigative actions for interim determination.
    • Use the DCSA Position Designation Tool (PDT) to determine the proper level of background investigation.
    • Use NBIS to review questionnaires for completeness and reject questionnaires needing correction. Help gather, review, and establish more complete data for submission to the Defense Counterintelligence and Security Agency (DCSA) for investigation.
    • Assist in maintaining administrative procedures to monitor the investigative process.
    • Use of the Fingerprint Transaction System (FTS) and/or the Secure Web Fingerprint Transmission (SWIFT) to obtain fingerprints from individuals for submission to DCSA and FBI.
    • Review electronic applications (eAPP) for completeness.
    • Send invites through the eAPP system to applicants.
    • Review internal contractor position moves and make determinations if background investigations on file meet new position requirements and forward cases to applicable routing and/or issue final suitability determinations through reciprocity.
  • Processing the VAP record in ITS (Investigation Tracking System)
    • Receive and process Vendor Applicant Portal (VAP) requests to add or remove individuals to FAA contracts.
    • Email personnel security requirements via email and/or text messaging to applicants.
    • Request various personnel security documents and documentation from applicants for personnel security specialists to process background investigations.
    • Provide follow‑up inquiries with applicants.
    • Correspondence with various stakeholders, such as applicants, vendors, contracting officer representatives, and personnel security specialists.
    • Document personnel security records as required and dictated by standard operating procedures.
  • Checking for reciprocity
    • Search for a prior investigation in the CVS/PIPS and DISS systems that meets the criteria for reciprocity.
    • In accordance with FAA policy, identify and apply appropriate scenarios for initial vetting, continuous vetting, transfer of trust, and re-establishment of trust.
    • Provide courteous, knowledgeable customer service when answering customers' questions on navigating initial processing for a federal background investigation.
    • Use of the FAA Investigation Tracking System (ITS).
  • Deliverables
    • Monthly Status Report: A summary of all security processing activities, including investigations initiated, forms reviewed, and the status of ongoing cases.
    • Investigative Case Records: Complete and accurate case documentation of all applicant records in the Investigation Tracking System (ITS) with case remarks for all assigned applicants.
  • Performance Standards
    • Accuracy: All forms, documents, and reports shall be completed with 100% accuracy.
    • Timeliness: All assigned tasks shall be completed in accordance with established agency timelines and program procedures.
    • Communication: All communications with stakeholders shall be clear, professional, and consistent.
Education
  • AA/AS in a relevant field and 5 years related security experience.

Additionally, US Citizenship or documented proof of eligibility to work in the US is a must. Upon receiving a conditional offer of employment, candidates will undergo a Government investigation and must meet eligibility requirements for Government clearance. Verification of past employment, education and references is also required. It is imperative that candidates be either a US citizen or a current green card holder with the last 3 consecutive years as a resident of the US.

The salary range for positions is $50,000 to $175,000. This range is provided as a general guideline and should not be interpreted as a guarantee of compensation. Actual salary offers will be determined based on a variety of factors, including but not limited to the specific responsibilities of the position, the candidate’s education, experience, location, knowledge, skills, and abilities. In addition, compensation may be influenced by applicable Federal Government contract labor categories and established contract wage rates.
