Job summary

AV Inc. is seeking a Facility Security Officer to operate in a high-tempo environment, delivering Mission First results. The role manages security programs, processes clearances, and maintains all security documentation in alignment with government requirements.

COMSEC responsibilities and DoD/IC guidance are integral to the position. The candidate will apply NISPOM and ICD guidance, oversee DD‑254s, and lead training and documentation programs while coordinating with HR, Contracts, and Proposal

Qualifications

  • Top Secret clearance required; TS/SCI eligibility preferred.
  • Experience with ICD705 and secure builds.
  • At least 7+ years in security roles.
  • DCSA FSO certification is required.
  • Knowledge of government security and information assurance processes.
  • Experience applying NISPOM, DCIDS, ICDs and EO guidance.
  • Ability to guide personnel on adjudicative guidelines for clearances.
  • Experience handling PII and sensitive information.
  • Familiarity with DISS/NISS/NBIS/eAPP systems.
  • Strong communication with executives and government contacts.

Responsibilities

  • Maintain security documentation and files per DCSA requirements.
  • Maintain FCL documentation and submissions per DCSA rules.
  • Manage DD‑254s, including sub‑DD254s.
  • Maintain SOPs, SPPs, and Emergency Action Plans.
  • Obtain rulings and deviations for regulatory compliance.
  • Provide security briefings, conduct exit/debriefings, and report incidents.
  • Manage classified holdings and transmittals per NISPOM.
  • Oversee annual refresher training and security vulnerability assessments.
  • Coordinate with internal/external clients on security issues per NISPOM.
  • Support HR, Contracts, and Proposal teams with security.
  • Explain reporting requirements and compliance expectations.
  • Interpret policies for security plans and procedures.
  • Manage classification guides and DoD/IC information handling.
  • Develop document inventory and control for classified systems.
  • Lead security education program development and execution.
  • Execute daily security activities and enforce policies.

Job description

Job Summary

AV Inc. is seeking a Facility Security Officer (FSO) to work in a dynamic high‑tempo environment delivering Mission First results! This position will manage, administer, and coordinate industrial security programs and other security activities to ensure compliance with government and company security policies and procedures. The FSO will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements.

The successful candidate will have an understanding and experience of the NISPOM, ICDs and general security requirements for the Department of Defense and other Federal agencies. Serve as the COMSEC Manager for a small COMSEC account.

Position Responsibilities
  • Maintain all security documentation and files in accordance with Defense Counterintelligence and Security Agency (DCSA) requirements.
  • Maintain Facility Security Clearance (FCL) documentation and submission in accordance with DCSA requirements.
  • Maintain DD‑254s including compiling and disseminating sub‑DD254s.
  • Manage and maintain documentation to include Standard Practice Procedures (SPP), Standard Operating Procedures (SOP) and Emergency Action Plans.
  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Provide and document new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents.
  • Maintain classified holdings and prepare classified transmittals in accordance with NISPOM guidelines and requirements.
  • Participate and oversee annual refresher training to include preparing necessary documentation in support of the DCSA Security Vulnerability Assessments.
  • Partner with internal and external clients to identify and address escalated contractual, personnel, facility and information security issues in accordance with the NISPOM.
  • Provide security support to Human Resources, Contracts, and Proposal teams.
  • Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports.
  • Interpret government policies for the development and implementation of security plans and procedures.
  • Experience with the classification management process and classification guides associated with DoD and IC information.
  • Ability to create and use Security Classification Guides.
  • Maintain a working relationship with DCSA or other Federal Agencies and each contract’s security office.
  • Develop and maintain effective “Document Inventory and Control Program” for management of classified systems, media and documents.
  • Participate in the development and execution of security education programs.
  • Perform daily security activities and enforce government and company security policies.
Basic Qualifications (Required Skills & Experience)
  • Top Secret level security clearance is required; TS/SCI eligibility preferred.
  • Experience with ICD705 and secure builds.
  • At least 7+ years of relevant experience.
  • DCSA Facility Security Officer (FSO) Certification.
  • Knowledge of the government security and information assurance processes.
  • Experience implementing the NISPOM, DCIDS, ICDs, and Executive Orders to ensure security compliance.
  • Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines, to best assist them managing their clearances.
  • Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII).
  • Experience with DISS, NISS, NBIS and eAPP.
  • Familiarity with SIMS.
  • Ability to communicate effectively with Corporate Executives and high‑end government contacts to provide status updates, ensure compliance with NISPOM requirements and provide guidance on security‑related questions or concerns.
  • Excellent oral and written communication skills.
  • Exceptional organizational skills.
Physical Demands
  • Ability to work in an office environment (Constant).
  • Required to sit and stand for long periods; talk, hear, and use hands and fingers to operate a computer and telephone keyboard (Frequent).
Special Requirements
  • U.S. Citizen or U.S. Permanent Resident (Green Card holder), per ITAR definition.

Salary Range

$80,500 - $123,000
