Security Assistance Coordinator (Mid-Level)

Department: Institutional Support/Program Implementation (ISPI)

Department/Location: Washington, DC

Technical Point of Contact: Project Director

Type: Full-time

Required Security Clearance: U.S. Citizenship. Active Secret-level clearance.

Overview: IBTCI has been awarded a task order by the U.S. Department of State / Office of Security Assistance for global security oversight. To support this order, IBTCI seeks a Security Assistance Coordinator to manage security assistance programs, coordinate funding, provide data for congressional briefs, and liaise with State and DoW counterparts.

General Duties and Responsibilities:

  • Provide program analysis and coordinate functional subject matter for security assistance accounts.
  • Develop program options, negotiate, and integrate contributions from various Departmental offices.
  • Perform analyses including strategic planning, program design, and performance monitoring.
  • Draft analytical reports, briefing materials, and decision documents.
  • Provide information on Foreign Military Sales, arms transfers, and administrative practices.
  • Maintain knowledge of foreign policy and related commodities.
  • Liaise with interagency counterparts, military service components, and program offices.
  • Provide administrative and logistics support for interdepartmental and interagency events.
  • Support meetings with Military Groups and other stakeholders.
  • Support data management requirements for FMF-funded FMS cases.
  • Coordinate and deconflict multi‑billion‑dollar security assistance accounts.
  • Assist program officers with data collection, analysis, and reporting.
  • Maintain accurate budget data across fiscal years.
  • Draft and coordinate clearance of various budget documents.
  • Assist in compiling and analyzing program budget data for reporting.
  • Support technical procurement documentation requirements.
  • Assist in managing funds to DoW and interagency partners.
  • Work with PM/EX and regional bureaus on financial reporting and oversight.
  • Review funding SOP documents for alignment with policies and legal requirements.
  • Provide support for program and financial management reviews.
  • Monitor and report on program obligations and expenditures.
  • Reconcile financial reports from DSCA and Combatant Commands.
  • Develop account financial briefs for conferences.
  • Draft interdepartmental memoranda on concurrence and oversight.
  • Liaise with State and War stakeholders on policy issues.
  • Conduct desk‑based research and analysis.
  • Engage in legislative processes and review proposals.
  • Support annual planning for key security reviews.
  • Coordinate daily management of SSA program actions.
  • BA/BS in international relations, political science, economics, or related field preferred, or equivalent experience.
  • Two years of experience managing budget and fiscal processes for foreign assistance programs.
  • Two years of experience working with the Department of State and/or U.S. Department of War.
  • At least four years of experience with Microsoft Word and Microsoft Excel.
  • Experience providing timely narrative and data‑driven responses to reporting requests.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple ongoing tasks simultaneously.
  • Strong oral and written communication skills with experience presenting complex information.
  • At least two years of experience coordinating, managing, and/or developing FMS programs.

Preferred Experience:

  • Prior experience working with the U.S. Department of State or U.S. Department of War.
  • Master’s degree in international relations, political science, economics, or related field.
  • Experience using SCIP, SanWeb, or SOCIUM.
  • Attendance at a security cooperation course at DSCSU or predecessor.
  • Experience with State’s GFMS or DoW’s DSAMS.
  • Familiarity with Title 10 authorities and programs.
  • Experience with advanced analytic tools such as Alteryx, Tableau, and PowerBI.

Work Environment: This position will be based in Washington, DC. In some cases, remote work arrangements could be authorized.

Working Days and Hours: Regular hours 8:15 am–5:00 pm EST, with possible alternative schedules approved by the PM Bureau.

Physical Requirements: Sedentary position requiring ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position has supervisory responsibilities.

Travel: Occasional travel may be required.

Pay Transparency Statement: Anticipated pay range is $110,000 to $140,000.
