HNTB is seeking a senior transportation planning leader to oversee a section of 6-8 planners and engineers, guiding feasibility through design and construction. The role emphasizes staff development, project delivery, and coordination with cross-functional teams in the Central States region.

You will mentor staff, manage budgets, and drive performance while ensuring client satisfaction and successful project outcomes across multiple offices.

Qualifications

  • Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 8 years relevant experience including 2 years of project leadership experience

Responsibilities

  • Develop, monitor, and manage the section's operating budget and forecasts.
  • Manage growth and development of the discipline planning section; coordinate staff and priorities.
  • Support strategic planning and SSA/SDA processes on projects and pursuits.
  • Oversee contracting activities (SCA) including scope, work plan, and fee reviews.
  • Lead Project Delivery activities including scope, schedule, budget, and quality management.
  • Support marketing activities including client discovery, proposals, interviews, and win-to-work.
  • Maintain client contacts to ensure satisfaction.
  • Recruit, hire, develop, and retain section staff; plan reporting and performance reviews.

What We're Looking For

This opportunity entails being responsible for leading a professional discipline section in the development and delivery of projects. This position coordinates project priorities, staffing schedules, and staff assignments to ensure clients are provided the proper resources at the appropriate time. Responsible for coaching and mentoring and efficient, productive utilization of staff in providing high-quality service. The ideal candidate will be located in one of our Central States Office (locations in Kansas City, MO; Des Moines, IA; St Louis, MO; and Oklahoma City, OK) and will be responsible for managing and developing a group of 6-8 transportation planners and engineers, providing technical expertise and coordinating the delivery of transportation projects. We are looking for a planner that is experienced and knowledgeable in transportation planning or the NEPA process, providing support from the feasibility/conceptual stage through design and construction. Candidates should be able to share their experience with others in a way that promotes the development of less experienced staff and improves the performance of the whole team.

What You'll Do
  • Responsible for the development, monitoring, and management of the section's operating budget in support of the group or office operating budget and forecast updates.
  • Responsible for the management, growth, and professional development of discipline-specific planning section. Coordinates section activities, establishes priorities, and staff to jobs. Ensures staff development, mentoring, and training needs are being met. Collaborates with other Sections and Departments within the office on work-sharing needs and opportunities.
  • Supports the implementation of the firm's strategic plan and SSA process on project pursuits in the Section and office, including development of Section-level strategic planning strategies.
  • Supports the implementation of the firm's contracting (SCA) process through project delivery and contracting activities including scope, work plan and fee reviews for all contracting activities impacting the Section.
  • Supports the implementation of the firm's project delivery (SDA) process including Work Planning, Monthly Project Reviews and other project performance methods to ensure quality work, on time, on schedule, to the client's satisfaction.
  • Assists in marketing responsibilities, including client discovery, proposal generation, interviews, and win-to-work activities.
  • Maintains client contacts to ensure client satisfaction.
  • Responsible for the recruitment, hiring, development, and retention of section staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
  • Project Delivery - Actively manages assigned project management activities (project scope, schedule, budget and quality management) and performs technical discipline tasks including research, reports, design, specifications and plan preparation.
  • Leads a team including the direct and indirect supervision of at least 5 but typically 7 - 10 or more employees.
  • Performs other duties as assigned.
What You'll Need
  • Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 8 years relevant experience including 2 years of project leadership experience

  • Professional Engineer (PE), American Institute of Certified Planner (AICP), Professional Transportation Planner (PTP), Registered Landscape Architect (RLA), Registered Architect (RA), Certified Environmental Professional (CEP)
  • 10 years of relevant experience
  • 2 years supervisory experience
