Job description

The Department of Health Services (DHS) strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated workforce. DHS works to ensure access to individuals, families, and communities to achieve positive health outcomes in the areas of abuse prevention, mental health, public health, family care, long‑term care, and much more.

The Division of Quality Assurance (DQA) , Bureau of Education Services & Technology (BEST), is looking to hire a Section Manager for the Information Management Section (IMS), to help assure Wisconsin residents receive top quality care. DQA is responsible for protecting and promoting the health, safety, and welfare of residents living in and being taken care of in the health and residential care facilities we regulate.

This position:

Offers the option to work remotely up to 5 days per week and is headquartered in the 201 E. Washington Ave . office in downtown Madison. Occasional in‑office presence may be required based on training or operational need.

Requires up to 5% travel and occasional overnight stays.

Will typically work Monday - Friday during typical business hours, with some flexibility.

As the IMS Section Manager, you will be responsible for the following duties:

  • Providing leadership, strategic direction, and day‑to‑day supervision of a team of IT professionals responsible for the development, implementation, maintenance, and support of division technology solutions.
  • Ensuring technology services are aligned with organizational goals, business requirements, security standards, and regulatory requirements while promoting innovation, and continuous improvement.
  • Planning, directing, and evaluating the work of professional technical staff, managing IT projects, overseeing vendor and BITS relationships, and ensuring reliable, secure, and efficient delivery of IT services.
  • Serving as the primary liaison between DQA bureau and offices, executive leadership, DHS IT, vendors, and technical teams to ensure technology solutions effectively support DQA operations.
  • Ensuring data integrity, accuracy, and availability of data to support operational, regulatory, and strategic decision‑making.
  • Overseeing the development and maintenance of reporting systems, dashboards, databases, and analytical tolls while establishing standards for quality and validation.
  • Collaborating with executive leadership, business program areas, vendors, and technical partners to identify data‑driven solutions, and leverage technology to improve business processes and organizational performance.
  • Supervising a team of IT professionals responsible for division data reporting, data validation, analytics, and IT business solutions.
  • Providing coaching, mentoring, performance management, and strategic planning to ensure the section effectively supports the division’s mission and long‑term technology objectives.
Salary Information

The starting pay is between $48.00 and $54.48 per hour (approximately between $99,800 and $113,300 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Health Services Management Supervisor and is in pay schedule and range 81/02.

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

This position requires the ability to drive a State vehicle or the ability to provide one's own transportation. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:

  • Must have a valid driver's license;
  • Must have minimum of two years non-probationary licensed driving experience with a regular (Class D) driver’s license;
  • Must be 18 years of age.

MUST NOT reflect any of the following conditions:

  • Three or more moving violations and/or at-fault accidents in the past two years;
  • Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
  • Suspension or revocation of driver's license.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

  • Experience supervising professional IT staff.
  • Experience using applications such as MySQL, Oracle Database, Microsoft Access, etc. for relational database development, implementation, and ongoing maintenance.
  • Experience collecting, analyzing, interpreting, and reporting data to support business operations, and strategic planning.
  • Experience working with system development methodologies, project management principles, and application life cycle management.
  • Experience leading technology initiatives.
  • Experience presenting technical information to non-technical audiences and collaborating across organizational and external partners.
  • Experience leading organizational change, and promoting user adoption through communication and training.
  • Experience redesigning business processes, and implementing technology solutions that improve efficiency.
