Job description

Responsibilities
  • Supervises and works with shift crew including a 3rd Mate, a Master Tender, a Deck Equipment Operator, a Deckhand Leader, and Deckhands in various operational tasks.
  • Operates a derrick, Class I crane or overhead crane.
  • Performs general maintenance and repairs to the pipeline and other deck equipment.
  • Conducts cleaning, chipping, painting and other support operations and assignments.
Requirements
  • Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
  • Must possess a U.S. Coast Guard License – Master of Towing Vessels on Western Rivers with Radar Observers endorsement.
  • Position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program (USACE ER 690-1-1218).
  • Incumbent must sign DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • Must possess or obtain a USACE Crane Certification within one year of appointment, and maintain this certification.
  • Extensive overnight and weekend travel required.
  • Mandatory overtime applicable.
  • During lay‑up periods may be assigned to other essential work in the District (e.g., repairs and maintenance of plant at Service Base) as per qualifications and skills.
  • Pre‑employment physical required.
Qualifications
  • Ability to perform the work of a Second Mate Pipeline Dredge Class I (Dual Rate) without more than normal supervision.
  • Demonstrated experience showing sufficient knowledge, skills, and abilities to successfully perform the duties of this position.
  • Physical Effort: Light to moderate physical effort required for continuous standing and operating controls; lift equipment up to 40 pounds; endure physical strain during crane operations; work outdoors in all weather conditions; comply with safety regulations.
  • Working Conditions: Work performed on deck, pilot house, or other vessel locations; exposure to wet decks, crane risks, falling, and drowning; use of personal protective equipment required.
