Job summary

Hill International in Seattle, WA is seeking a Program Manager to lead construction management for large-scale transit and infrastructure programs. You will drive growth, coordinate multi-disciplinary teams, and oversee budgets, schedules, and client reporting.

The ideal candidate brings ~15 years of senior PM experience in heavy civil projects, strong rail/transit knowledge, and familiarity with alternative delivery methods; PE license preferred and PMIS/MS Office skills required.

Qualifications

  • Bachelor’s degree in civil engineering or construction management (preferred).
  • Professional engineer license preferred.
  • Approximately 15 years of senior-level PM experience in heavy civil construction.
  • Strong knowledge of rail and transit markets.
  • Alternative delivery experience (design-build, CM/GC, P3) preferred.
  • Excellent communication and PMIS software skills.

Responsibilities

  • Lead construction management and field delivery across large-scale transit and infrastructure programs.
  • Drive growth by positioning and capturing key opportunities within the account.
  • Organize heavy workloads, set priorities, and achieve objectives within budgets and schedules.
  • Oversee consultants/contractors and coordinate effectively among them.
  • Develop compelling PM content for proposals and presentations with best practices.
  • Prepare regular project status reports for leadership and client staff.
  • Ensure compliance with laws, regulations, and standards.
  • Apply PM best practices across project management, budgeting, and contracting.
