Job summary

Town of Billerica seeks a Sealer of Weights and Measures to perform essential inspections that ensure fair transactions. The part-time role involves testing devices, enforcing state and local rules, and field monitoring across the community.

Qualifications

• High School diploma (or equivalent) with 1–3 years mechanical/technical experience.
• Valid Massachusetts Driver’s License; ability to obtain Sealer certification within 12 months.
• Knowledge of MGL Chapters 94, 98, 99, and 101 and NIST Handbooks 44 and 133.
• Strong analytical and mathematical skills to assess measurement issues and calculate tolerances across measurement systems.

Responsibilities

• Perform Technical Inspections: test, calibrate, and seal or condemn a variety of commercial devices (retail scales, gasoline dispensers, etc.).
• Ensure Regulatory Compliance: enforce state/local laws on unit pricing, scanner accuracy, and labeling.
• Conduct Field Monitoring: perform random inspections of retail establishments for weight accuracy.
• Investigate Consumer Concerns: respond to complaints regarding short weights or measures with corrective action.
• Manage Documentation & Fees: maintain logs, file annual reports, and collect sealing fees.

Position Purpose:

As the Town’s primary resource for marketplace fairness, the Sealer supports consumer protection and helps ensure an even playing field for residents and businesses alike.

• Perform Technical Inspections: Test, calibrate, and seal or condemn a variety of commercial devices, including retail scales, gasoline dispensers, and fuel oil truck meters.
• Ensure Regulatory Compliance: Enforce Massachusetts General Laws and local ordinances related to unit pricing, scanner accuracy, and merchandise labeling.
• Conduct Field Monitoring: Perform random inspections of retail establishments to verify the weight of pre-packaged goods and check for required vendor licensing.
• Investigate Consumer Concerns: Respond to and resolve complaints regarding short weights or measures through thorough research and corrective action.
• Manage Documentation & Fees: Maintain accurate inspection logs, file mandatory annual reports with the State Division of Standards, and collect applicable sealing fees for the Town.

Recommended Minimum Qualifications:

• High School diploma (or equivalent) plus 1–3 years of mechanical or technical experience, ideally in weights and measures, municipal operations, or a related trade.
• Valid Massachusetts Driver’s License and the ability to obtain certification as a Sealer of Weights and Measures from the Commonwealth within 12 months of hire.
• Regulatory Knowledge: Proficiency in MGL Chapters 94, 98, 99, and 101, as well as NIST (formerly NBS) Handbooks 44 and 133.
• Analytical & Mathematical Skills: Strong ability to assess complex measurement issues and calculate tolerances across Avoirdupois, Metric, Troy, and Apothecary systems.

Physical Requirements:

• Physical ability to lift up to 50 lbs and the interpersonal skills required to conduct firm, professional enforcement in retail and industrial environments

Supervision Received: Works under the general direction of the Permitting

Salary: $14,000 per year stipend; paid at $1,166.00 per month.
