Vickers and Nolan Enterprises (VNE) seeks a Cleared Scrum Master to manage Agile ceremonies and cross‑functional teams on DoD programs in a secure environment. The role emphasizes Jira, DevSecOps practices, and government alignment with PWS/CDRLs.

A Secret clearance is required, TS/SCI preferred, and prior Navy or DoD program experience is highly valued. The candidate will coordinate sprint deliverables, maintain metrics, and ensure compliance with NIWC Atlantic security and reporting standards

Qualifications

  • Bachelor’s degree in business, management, IT, engineering, computer science, or related field; or four (4) additional years of relevant experience.
  • Ten (10) years of relevant professional experience in program/project management, technical management, Agile software development, DevSecOps, or related discipline.
  • Experience coordinating cross-functional teams in a technical/program environment.
  • Experience facilitating Agile/Scrum ceremonies and using Jira or similar tools.

Responsibilities

  • Facilitate all Agile/Scrum ceremonies: daily stand-ups, sprint planning, backlog refinement, sprint reviews, retrospectives, release readiness.
  • Coordinate sprint deliverables, risks, dependencies, and impediments across multiple engineering and support teams.
  • Maintain Agile performance metrics (burndown, velocity, CFD, risk registers) for program reporting.
  • Serve as the communication conduit between Government Product Owners, NIWC IPT Leads, and project teams.
  • Align sprint planning with PWS requirements and documentation like CDRLs and IMS updates.
  • Remove blockers and maintain team morale and collaboration.
  • Maintain Agile artifacts, dashboards, and records per contract standards.
  • Coordinate stakeholder communications and update briefings per PMR/IPT expectations.
  • Support continuous improvement initiatives and updated Agile workflows.
  • Ensure compliance with NIWC Atlantic security, training, and cyber requirements.
