Job Description:

The Chief Systems Engineer - Electronic Warfare position will be responsible for the technical execution of all programs in a digital ESM portfolio in Clifton, NJ. The Chief Systems Engineer - Electronic Warfare will report to the EW1 Engineering Manager. Additional responsibilities will include providing technical direction to all current portfolio members (programs/pursuits/IRADs), leading the architecture development of the core portfolio product and all new enterprise pursuits, providing customer briefings on current portfolio members and additionally on new technology and where it can be applied. The position involves close coordination with the program managers working portfolio programs. The position involves close collaboration with other L3H programs to ensure commonality in system designs and opportunity for growth where possible. The position will also provide coaching and development for the portfolio engineering staff as well as oversight and direction for the entire portfolio.


Essential Functions:

  • Final technical authority of the core product(s) and programs in alignment/coordination with Recon chief architect.
  • Train/educate/mentor leads and team members in Core EW Concepts, Engineering Best Practices, and Technical Roadmaps.
  • Provide subject matter expert technical leadership, maintain customer communications, and be the technical authority for the portfolio. Eliminate technical roadblocks for product and program development.
  • Own the creation, update, and maintenance of the portfolio core elements from a technical standpoint, including architecture, enterprise model / requirements, Development Platforms (including but not limited to On The Shelf Asset (OTSA)), and DevOps Pipeline.
  • Define technical roadmap and timeline details of core product(s) linking to releases. Understand and track program/pursuit-specific needs and incorporate branch developments into technical roadmap where applicable.
  • Leads IRAD execution within the portfolio.
  • Lead technical council to facilitate/execute capability breakdown to Epic level, guide definition/documentation required to handoff work to teams and further breakdown work. Owner of Core Capability Epics.
  • Lead technical council in definition of and provide approval on SW/FW approaches, HW Baselines, and Demos/Event details.
  • Engage in program/pursuit architecture discussions/decisions.
  • Engage in major program/pursuit milestone events.
  • Technical approval authority on all proposals within Portfolio.
  • Understand customer mission, customer sets, drives technical strategy within the portfolio.
  • Must be able to effectively interface with portfolio management, program management, and customers.
  • Supports new pursuits for the portfolio to include all phases of campaigns and proposal processes, serve as a technical leader for new pursuits.
  • Engineering POC for program accomplishments, issues, highlights, weekly status within the Portfolio.
  • Drives to ensure adoption of common architecture frameworks and prevent unique product implementation at proposal phase/concept design within the portfolio.
  • Identifies opportunities for engineering improvements (e3) for people, process, and tools within the division.
  • Conveys complex technical information in a clear and concise manner, including executive presentations, Program updates with internal & external stakeholders, etc.
  • Must be cleared to ALL programs/pursuits within the portfolio, or able to obtain elevated clearances.


Qualifications:

  • Active Secret Security Clearance, US Citizenship required.
  • Electronic Warfare Subject Matter Expert.
  • Bachelor’s Degree in Engineering or a related field and a minimum of 12 years of prior relevant experience. Graduate Degree in Engineering and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
  • Experience in an Engineering leadership role, such as: Integrated Product Team (IPT) Lead.
  • Experience with Electronic Warfare Programs and/or products related to Advanced Programs including but not limited to:
    • Open Systems and Architectures (e.g. Big Iron, Battlecloud).
    • Industry Standards (e.g. OMS, SOSA).
    • Software Defined EW.
    • Cognitive / Artificial Intelligence / Machine Learning.
    • Direct RF Sampling technology.
    • A-Kit Design and Modification.
    • Phased Array Antenna Systems.
    • Electronic Countermeasures technique and algorithm development.
    • Multi LRU ECM subsystems.
    • Modelling and Simulation.
    • Test Planning.
  • Experience with systems integration and test, including but not limited to systems integration lab (SIL), chamber, ground, and flight.
  • Experience with requirements development and architecture definition.
  • Experience on large scale Hardware / Software Engineering development efforts.
  • Experience on large scale Hardware Environmental Qualification testing efforts.

Preferred Additional Skills:

  • Active Top Secret Security Clearance.
  • Existing clearances to ALL or a majority of programs/pursuits within the Spectrum Server portfolio.
  • Experience in Electronic Support, Resource Management, C2, Electronic Attack, Radar Systems, SIGINT/ELINT Systems, Multi-Sensor Fusion, RF Systems, Communications Systems, and Cyber Systems.
  • Familiarity with the Advanced Programs customer community, mission, priorities, initiatives, CONOPS, use cases, and end users.
  • Multi-domain knowledge, in particular systems, software, and firmware.
  • Experience in the System Design of Embedded System Architectures.
  • Experience in the Digital Engineering, Model Based System Engineering (MBSE), and System Simulation.
  • Thorough understanding of Cyber Security best practices.
  • Competency making decisions with imperfect and incomplete information.
  • Demonstrated ability to deliver and sustain measurable results.
  • Ability to coach, mentor and build relationships with external organizations.
  • Must have a strong set of core competencies including Problem Solving, Team Leadership, Strategic Thinking / Planning, Communication, IPT / Cross Functional Behavior, Accountability, Critical Thinking, and the highest level of Ethical Conduct.
