Job description

THIS IS AN INTERNAL POSTING FOR CURRENT SCHP OFFICERS ONLY

This Lieutenant vacancy serves Troop 4 Headquarters.

Performs responsible management, law enforcement, and administrative duties in the assigned Highway Patrol Troop under the direction of the Troop Commander. Assumes the duties of the Troop Commander in their absence as directed. Assists in maintaining operational readiness of personnel, facilities, and equipment.

Assists with supervision and management of law enforcement programs and activities for the assigned Troop. Supports planning, coordination, and implementation of law enforcement operations and related duties.

Monitors enforcement of S.C. motor vehicle and criminal laws in the jurisdiction. Analyzes investigative data, prepares cases, preserves evidence, and presents cases in court. Serves as a collision investigation specialist and expert witness. Supervises the field training program and background investigations for patrol applicants. Investigates internal and public complaints impartially.

Disseminates information effectively, provides guidance on traffic laws, reviews case work, and ensures duties comply with policies, laws, and regulations. Evaluates employee performance and facilitates training participation.

Prepares reports, memorandums, and correspondence. Reviews payroll and personnel documents for processing. Maintains law enforcement certification and performs functions related to civil defense, emergency preparedness, and public protection. Coordinates response to civil disturbances and disasters, and manages traffic and crowd control at events.

Establishes partnerships with law enforcement, court officials, and safety organizations. Assists with traffic safety initiatives and community outreach. Monitors information dissemination to officials, media, and the public. Performs other duties as assigned.

Minimum Requirements:
  1. Time in Grade: Must have held the rank of SCHP Sergeant for at least six months or currently hold First Sergeant.
  2. Education: Bachelor’s degree or equivalent experience, plus five years of law enforcement experience.
  3. Promotional Examination: Score of 70 or higher within two years of vacancy closing date.
  4. Promotional Interview Panel: Successfully completed within two years of vacancy closing date.
  5. Disciplinary Action: No current suspensions or pending investigations; no involuntary demotions in the last six months.
  6. Employee Performance Management System: No recent unsuccessful reviews or warning notices in the past 12 months.
  7. Residency: Must establish residence within the assigned Troop or response area within 4 months, per SCDPS Policy #300.47.
  8. Additional Requirements: Management and supervisory experience, Class I law enforcement certification, leadership abilities, traffic law expertise, and sound judgment for critical decisions. Overnight travel may be required.
