Job Summary

GENERAL SUMMARY: A School Resource Officer (SRO) is defined under 12 NCAC 10B .0510 and 12 NCAC 09B .0313. The officer works at least 20 h/week for more than 12 weeks/year to assist with school safety, security, emergency preparedness, response, and additional responsibilities as assigned.

Qualifications: Must be a certified law enforcement officer, hold General Certification, complete Basic School Resource Officer Training within one year, maintain yearly refresher training, and comply with state certification.

Primary mission is to maintain order and use legal authority to arrest when necessary. Requires professional judgment, interpersonal skills, and ability to work independently.

Duties and Responsibilities
  • Patrol and monitor school buildings, grounds, parking lots to deter, detect, report and stop violations of law and/or school board policies.
  • Assist administrators and staff in crisis and emergency situations.
  • Supervise and direct pupil and visitor movement.
  • Notify administrative staff, police, fire department, or other authorities of security or emergency situations.
  • Investigate student violations of school board policies and prepare reports.
  • Work with administrators and law enforcement officials in handling serious student offenses and law violations.
  • Testify in court and/or at School Disciplinary Review hearings as required.
  • Assist with implementing emergency response protocols: evacuation, severe weather, hold-in place, secured perimeter, lockdown, reunification, and other procedures.
  • Supervise students in assigned locations, provide traffic control and visibility during high-traffic times.
  • Monitor video surveillance to contribute to a safe environment.
  • Provide leadership and guidance to emergency management teams in each building.
  • Support teachers and administrators in maintaining positive school culture and managing student behavior that compromises safety.
  • Maintain security records, logs, and reports.
  • Attend and complete all staff development training required by state law.
  • Abide by all board policies, employee handbooks, supervisor directives, and post orders.
  • Read and respond to email communications.
  • Maintain compliance with laws and district policies related to carrying a firearm and/or other law enforcement equipment.
  • Conduct systematic safety and security audits and facility checks for improvement opportunities.
  • Assist in development and implementation of school security action plans.
  • Provide emergency care (CPR, first aid, de‑escalation, crisis care).
  • Escort students, staff, or visitors to ensure security.
  • Monitor student behavior during class periods and events to ensure compliance with guidelines.
  • Participate as crisis team member and respond to incidents that could compromise safety.
  • Provide regular attendance and use the Time Clocking system.
  • Implement district vision, mission, values.
  • Protect lives and property.
  • Enforce Federal, State, and Local criminal laws and ordinances.
  • Assist school officials with student conduct regulations.
  • Report suspected criminal conduct to the Roanoke Rapids Police Department.
  • Serve as a law‑related educator, community liaison, role model, and counselor.
  • Provide security for special events, possibly evenings or weekends.
  • Maintain a visible presence at all times (walk hallways at least every hour).
  • Prevent juvenile delinquency through close contact with students and personnel.
  • Establish liaison with principals, faculty, staff.
  • Inform students of their rights and responsibilities.
  • Serve as a resource to principals for law‑enforcement issues.
  • Assist administration and faculty in formulating criminal justice programs.
  • Formulate crime prevention programs.
  • Coordinate law‑enforcement response/service, including reporting potential criminal conduct.
  • Prevent duplication of effort and provide coordination of law‑related services.
  • Ensure investigation and enforcement of criminal law violations by coordinating with agencies.
  • Provide necessary follow‑up investigation.
  • Remain abreast of investigations involving students.
  • Be aware of demographics and characteristics of the student body.
  • Provide visible deterrence to crime and present a positive impression.
  • Remain on assigned campus unless approved otherwise.
  • Submit reports, attend meetings, trainings.
  • Demonstrate professionalism and appropriate judgment.
  • Perform other duties as assigned.
Required Knowledge, Skills, and Abilities

Minimum Qualifications
  • High school diploma or GED equivalent.
  • Valid driver's license.
  • Valid SRO certification.
  • Certified law enforcement officer through an agency with which RRGSD has a MOU.
Preferred Qualifications
  • Completion of two years college in Administration of Justice or equivalent.
  • Prior experience as a law enforcement officer.
