Job summary

The Missouri Department of Elementary and Secondary Education is seeking a budget/administration professional for the Missouri School for the Blind (MSB) in St. Louis. The role coordinates procurement, payment functions, inventory, and assists in annual budget preparation.

Responsibilities include directing purchasing, budgeting, reporting, and contract bidding, while ensuring compliance with DESE regulations and guidelines. Excellent benefits accompany this state position.

Qualifications

  • Bachelor’s degree in accounting, business administration or a related field. Such degree must be from an accredited college or university.
  • OR Three years’ experience at a supervisory level, in the field of accounting, business management or school business administration.

Responsibilities

  • Coordinate all business functions for Missouri School for the Blind (MSB) with the DESE Accounting and Procurement Section.
  • Provide administrative direction for all purchasing and payment activities initiated by MSB to assure such purchases and payments are made in accordance with needs, funds available, and prevailing regulations and procedures.
  • Compile fiscal data to include the development of reports indicating the status of budget expenditures and balances and complete annual fiscal summaries of expenditures.
  • Assist the Superintendent with the preparation and day-to-day management of the annual budget.
  • Manage the student and activity fund expenditures for compliance with DESE guidelines for use of charitable contributions.
  • Coordinate the bidding of all contracts for MSB, including bidding through Office of Administration, Division of Purchasing of contracts for transportation services, vehicle purchases; bidding for therapy and nursing services in accordance with Delegation of Authority granted through the Office of Administration, Division of Purchasing; and bidding for miscellaneous services.
  • Liaise with Office of Administration, Facilities Management and Design Construction, on MSB facilities, including approval of expenditures under MSB budget.
  • Liaise with Office of Administration, Real Estate section, oversight of leased building maintenance and alterations to facilities.
  • Provide administrative leadership for management of an accurate inventory of all equipment purchased and used by the MSB program and oversight for surplusing of property.
  • Direct and supervise business office staff, food service, transportation, therapy and custodial programs and annual district billing procedures and collection.
  • Provide interpretation and guidance of business office policies and procedures.
  • Review and disseminate fiscal information related to FTE and personnel budget.
  • Generate and interpret travel guidelines and monitor expense reports and use of DESE credit cards.

Minimum Qualifications:

  • Bachelor’s degree. Preferred in accounting, business administration or a related field. Such degree must be from an accredited college or university.

    OR

    Three years’ experience at a supervisory level, in the field of accounting, business management or school business administration.
