DEFINITION / GENERAL PURPOSE

Performs a variety of tasks, semi-skilled and skilled technical work in the operation, maintenance, and repair of the SCADA system. Occasionally works on other water system components such as control valves, check valves, air release valves, motors, and pumps along with other various equipment. Reports water quality test results daily; including work-orders, water quality complaint reports, SCADA Data logs, and as designated by the Superintendent.

SUPERVISION RECEIVED AND EXERCISED

Works Under the general supervision of the SCADA Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Assists in recording all pertinent data required by State, City, and department.
  • Monitors and records data from SCADA system.
  • Monitors chlorine residual within the water system.
  • Performs accuracy tests on multiple Analyzers, Transducers, and Laboratory Test Kits on a monthly basis.
  • Performs operational checks and maintains all pump/storage facilities within the guidelines of TCEQ, City and departmental rules and regulations.
  • Climbs and inspects water storage tanks when required.
  • Records weight, regulates, and changes chlorine bottles when required.
  • Perform chlorinator, pump, and motor maintenance and repair.
  • Responds to customer service complaints.
  • Performs bacteriological water sampling.
  • Repair and maintain Control Valve's, Check-Valve's, Air Releases, SCADA (Supervisory Control and Data Acquisition) system, Altitude Valve's, Pressure Reducing Valve's (PRV's), and various other styles of valves.
  • Troubleshoots minor electrical problems when required.
  • Perform minor repairs to electrical controls, Chart Machine's, timer's, Phase Protector's, and SCADA (Supervisory Control and Data Acquisition) components when required.
  • Operate and maintain vehicles.
  • Responds to emergency calls periodically (on-call 24 hours for 7 days).
  • Assists in the training and overseeing of all SCADA Technicians as directed by the SCADA Supervisor and/or the Water Distribution Superintendent. Acts as an onsite lead and holds authority on projects when SCADA Supervisor or higher supervisor is unavailable.
  • Under the direction of the Water Distribution Superintendent and the SCADA Supervisor, directly supervises and assigns work activities of personnel performing SCADA operations. Maintains, develops and performs technical skills and manual labor relating to SCADA operational maintenance. Coordinates closely with other City employees not under direct supervision.
  • Carries out assigned supervisory responsibilities in accordance with the City's policies and applicable laws. When assigned, responsible for assisting SCADA Supervisor in supervising subordinates and direct reports, including interviewing, hiring, and training employees; planning, assigning, and directing work; and providing insight to SCADA Supervisor to assist in appraising performance, rewarding and disciplining employees; and addressing complaints and resolving problems.
  • Studies, standardizes, and initiates procedures to improve efficiency of departmental operations and subordinate work flow.
  • Performs other essential duties as required to achieve successful operations of the department.
  • Subject to be called to assist an employee on standby duty.
  • Contribute to team effort by performing other related duties as assigned.
  • Regular and timely attendance (report to work on time, work scheduled hours, utilize leave responsibly ensuring sufficient coverage to maintain operations, etc.) and responding to after-hours emergency calls are essential job functions.
PERIPHERAL DUTIES
  • Serves as a member of various employee committees, as assigned.
  • Other Duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
  • High school diploma or GED required;
  • Minimum Experience: Two (2) years Water distribution operations and repairs, pump and motor maintenance, and SCADA system operations experience;
  • Desired Experience: Three (3) years or more of experience in water distribution operations, pump & motor maintenance/repair, chlorinator maintenance, SCADA (Supervisory Control and Data Acquisition) operations, and basic knowledge of electrical controls;
  • Possess a Class "C" Water Distribution license from Texas Commission on Environmental Quality prior to employment; or possess a Class "D" Water Distribution license upon employment and be able to obtain a Class "C" Water Distribution license within twelve (12) months of date of employment.
SPECIAL REQUIREMENTS
  • Must attend the required education and training to maintain required certifications;
  • Valid Texas Class B (CDL) driver's license with insurable record; or be able to obtain a Texas Class B (CDL) within nine (9) months from date of employment.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge to effectively operate and/or troubleshoot the City's Water Distribution SCADA (Supervisory Control and Data Acquisition) system;
  • Knowledge of equipment, materials, methods and procedures used in water distribution operations;
  • Knowledge and ability to operate, maintain, and repair PRV's (Pressure Reducing Valves), Control Valves, Chlorinators, Altitude Valves, Colorimeters, pumps, and motors;
  • Ability to evaluate and perform the technical operations of the SCADA (Supervisory Control and Data Acquisition) system;
  • Knowledge of proper procedures when taking bacteriological water quality samples;
  • Knowledge of safety procedures and practices related to confined space entry, climbing, trenching, dangerous gases, and other Water Distribution operations;
  • Ability to troubleshoot flow meters as well as basic electrical and mechanical knowledge;
  • Knowledge and ability to transfer water from one pressure plane to another during emergencies, to include bypassing water storage tanks;
  • Ability to maintain pump/storage facilities in accordance with TCEQ and departmental rules and regulations;
  • Ability to perform and diagnose water quality concerns;
  • Ability to work, drive and operate a variety of vehicles and equipment safely and effectively;
  • Ability to obtain/maintain licenses as required by Federal and State laws;
  • Ability to communicate effectively verbally and in writing;
  • Ability to read and understand technical manuals and map;
  • Ability to work safely and effectively in various weather conditions;
  • Ability to understand and carry out written and oral instructions;
  • Ability to perform strenuous manual tasks in various circumstances;
  • Ability to establish and maintain effective working relationships with fellow employees and other departments, and the public;
  • Ability to monitor, read, and interpret various diagrams, devices, chart gauges and correctly interpret and react to those interpretations;
  • Have a basic understanding of the characteristics of individual pump stations and water storage facilities.

TOOLS AND EQUIPMENT USED

Various motorized vehicles including pickup truck (w/trailer), medium sized equipment, various power tools, tampers/compactors, lawn maintenance equipment/tools, cut-off saws, chain saws, jackhammers, pneumatic valve machines, and tapping machines. Various common hand tools, shovels, wrenches, safety equipment such as SCBA's and harnesses, and/or any other tool or equipment inherent to the job.
