Essential Functions

- Work to ensure that everyone inside the yard, including subcontractors, are safe and perform their work in accordance with our CORE principles.
- Ensure all HPSI safety procedures, rules, and regulations are followed and met.
Key Responsibilities
- Material Management and Accounting System (MMAS):
- Develop, implement, and maintain an effective MMAS for forecasting, controlling, and accounting for material requirements.
- Ensure material management system compliance with FAR and DFARS.
- Oversee the accurate allocation and charging of material costs to contracts based on valid, time-phased requirements, avoiding misstatements and inaccuracies.
- Enforce policies, procedures, and operating instructions that outline the MMAS, ensuring documentation is clear and compliant with standards.
- System Accuracy and Efficiency:
- Maintain accuracy levels for bill of material (98%) and master production schedule (95%), providing evidence if these levels are not met.
- Monitor and resolve system weaknesses, identify inventory discrepancies, and implement corrective actions.
- Maintain reconciliation procedures for physical and recorded inventory, aiming for at least 95% accuracy.
- Establish audit trails and ensure proper record-keeping of material transactions.
- Material Procurement and Costing:
- Oversee procurement and allocation of materials, ensuring compliance with contract requirements.
- Develop and maintain policies for inventory transfer methods and loan/pay-back techniques.
- Manage cost allocation systems for accurate processing of inventory reallocation.
- Compliance and Reporting:
- Continuously assess and update MMAS policies in line with ACO standards.
- Disclose significant changes to the ACO at least 30 days in advance and maintain open communication.
- Conduct internal reviews to ensure compliance with MMAS standards.
- Prepare reports on material management performance and system compliance, addressing weaknesses.
- Collaboration and Communication:
- Work with production, procurement, accounting, and engineering teams to forecast and meet material requirements.
- Serve as the primary contact for MMAS inquiries and troubleshooting.
- Perform other duties as assigned.

Education and Experience
- Bachelor's degree in Supply Chain Management, Business Administration, or related field, or equivalent experience.
- At least 5 years of experience in material management, preferably in government contracting.
- Strong understanding of FAR, DFARS, and MMAS requirements.
- Experience with SAP ERP System and complex material management systems.
- Knowledge of internal controls, audit trails, and federal material costing methods.
- Experience with ITAR is a plus.
