Job description

Performs difficult skilled technical and administrative work ensuring Solid Waste programs and routes are completed, handling complaints and requests for service from customers, monitoring service requests, coordinating collection actives, and related work as apparent or assigned. Work is performed under the limited supervision of the Operations Manager. Continuous supervision is exercised over employees assigned to the Cart Program, Dead Animal Collection Program, Bulk Container Program, Street Sweeper Program, and other Solid Waste operations as assigned.

Core Responsibilities
  • Operations Management: Plans, coordinates, and supervises the daily operations of the Cart Program, Dead Animal Collection Program, Bulk Container Program, Street Sweeper Program, and other assigned Solid Waste operations. Assigns and monitors daily work activities, conducts field inspections, evaluates employee performance, trains and mentor’s employees on route procedures, safety practices, and performance expectations, assists with staffing needs, and responds to operational issues to ensure uninterrupted service delivery. Provide training to new employees and assist on open routes when needed. Attends Recycling Division meetings and training activities; maintains readiness to serve as backup support for recycling operations when needed.
  • Route & Service Coordination: Coordinates and monitors cart deliveries, cart repairs, dead animal collections, bulk container services, street sweeping activities, missed collections, and special service requests. Plans and adjusts schedules and work assignments to maximize operational efficiency, improve productivity, and ensure timely, high-quality service delivery.
  • Technology Utilization: Utilizes Routeware, Microsoft Office, and other software applications to oversee daily operations, manage service requests, maintain customer accounts, administer and reconcile customer billing records, monitor cart inventory, and ensure the accuracy of operational and financial data. Develops, analyzes, and interprets reports and performance metrics to support strategic decision-making, identify operational inefficiencies, improve service delivery, and enhance productivity and customer satisfaction.
  • Customer Service: Investigates and resolves citizen complaints, missed collections, and service requests. Identifies the root causes of recurring service issues, develops and implements corrective action and process improvement plans, monitors results, and collaborates with staff and other City departments to improve service quality and customer satisfaction.
  • Employee Leadership: Provides leadership, coaching, training, and daily directions to assigned employees. Monitors attendance, productivity, work quality, and policy compliance; conducts field observations; documents performance; and recommends corrective action when appropriate.
  • Equipment Management: Ensures assigned vehicles, and equipment are properly inspected, maintained, and operated. Coordinates preventive maintenance and repairs, monitors inventory and maintains equipment readiness.
  • Safety & Compliance: Ensures compliance with OSHA, DOT, City policies, and departmental procedures. Conducts safety inspections, reinforces safe work practices, investigates operational concerns, and implements corrective actions to reduce accidents and improve workplace safety.
  • Continuous Improvement: Evaluates operational performance using field observations, employee feedback, customer trends, and performance data. Identifies operational inefficiencies and develops and implements process improvement initiatives to improve productivity, efficiency, and service delivery.
Education & Experience
  • High school diploma (or equivalent) and five years of progressively responsible experience in solid waste, public works, or a closely related field, including supervisory experience.
Licenses
  • Valid Commercial Driver's License (CDL) required.
Knowledge Requirements
  • Thorough knowledge of solid waste operations, route planning, cart management, municipal services, safety regulations, customer service practices, and applicable City policies and procedures.
Skills
  • Excellent leadership, communication, conflict resolution, and problem-solving skills. Strong computer proficiency with the ability to create, analyze, reconcile, and interpret operational data and billing data; generate reports; manage service requests, cart inventory, and operational databases; and utilize Microsoft Office, Routeware, and other software applications. Demonstrated ability to identify root causes of operational inefficiencies, implement process improvement plans, supervise employees, and use data to improve service delivery, productivity, and operational performance.
Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, tasting or smelling and repetitive motions, frequently requires using hands to finger, handle or feel and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to wet humid conditions (non-weather) and occasionally require working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).supervise employees, and use data to improve service delivery, productivity, and operational performance.
