Job summary

State of California's Application Development Bureau seeks an Information Technology Specialist II to drive statewide information systems supporting law enforcement. You will implement, customize, and maintain COTS/SaaS hosted systems, focusing on Salesforce-based solutions and data migrations under the IT Manager's direction.

Qualifications

  • Salesforce Certification and knowledge and design uses for Salesforce Omnistudio.
  • Extensive experience administering, configuring, enhancing, and supporting Salesforce or similar enterprise platforms, including customization, workflow automation, reporting, and user support.
  • Advanced knowledge of software development lifecycle methodologies, system analysis, business process improvement, and enterprise application support.
  • Demonstrated ability to analyze complex business and technical requirements and translate them into effective, sustainable technology solutions.
  • Ability to develop detailed functional and technical specifications, system documentation, business requirements, procedures, and user guides for complex technological initiatives.
  • Experience independently leading complex projects, initiatives, or assignments involving multiple stakeholders, or completing priorities, and cross-functional collaboration.
  • Demonstrated ability to communicate technical concepts, risks, recommendations, and project status effectively to technical staff, business partners, management, and executive leadership.

Under the direction of the Information Technology Manager (ITM) I, the Information Technology Specialist (ITS) II provides all technical and database system development support and maintenance activities. This includes implementing program customizations to a Salesforce grant management database through leading the design, development, documentation, and maintenance of new innovative technical solutions in support of Commercial off the Shelf (COTS) software, Software as a Service (SaaS), and hosted software systems for the Department of Justice (DOJ).

The ITS II serves as a senior technical consultant and trusted advisor to executive leadership, program management, and business stakeholders. The incumbent independently leads complex technology initiatives and facilitates collaboration among technical and non-technical partners to achieve organizational objectives. The ITS II leads the data migration efforts, develops and publishes technical procedures and user guides to support stakeholder training of the new application. The ITS II presents technical recommendations, status updates, risk assessments, and strategic options to management and stake holders through presentations and reports, often addressing complex or sensitive issues requiring sound judgement, diplomacy, and effective communication. The incumbent must demonstrate the ability to influence outcomes, build consensus among diverse groups, and represent the Department professionally in high-level meetings and discussions.

The incumbent exercises a high degree of independence and accountability in managing assignments, establishing priorities, and coordinating the work of technical staff and vendors. Success in this position requires exceptional written and verbal communication skills, the ability to respond effectively to challenging questions from management and stakeholders, and the capacity to lead cross-functional efforts while maintaining positive working relationships.
