Qualifications

  • Bachelor's degree in Accounting, Finance, Tax, or related field.
  • 5+ years of multi-state sales and use tax experience.
  • CPA and/or CMI designation preferred.
  • Experience with ERP systems and tax automation platforms (e.g., Avalara, Vertex).
  • Strong tax research, audit management, and advisory capabilities.

Responsibilities

General Summary

The Sales & Use Tax Leader is responsible for leading Clark Pacific's multi-state indirect tax function, serving as the Company's subject matter expert on sales and use tax matters. This highly visible role owns the full lifecycle of indirect tax compliance, technical research, audit management, exemption administration, and tax planning while ensuring compliance, minimizing risk, and maximizing tax-saving opportunities.

Acting as a trusted advisor to Accounting, Operations, Procurement, Estimating, Manufacturing, Project Management, and other business partners, the Sales & Use Tax Leader provides strategic guidance on complex tax matters and supports informed business decision-making across the organization.

The ideal candidate will have extensive experience navigating the unique tax complexities of a hybrid manufacturing and construction business, including the distinction between retail transactions (furnish-only sales) and real property contracting (furnish-and-install projects). This individual will lead the Company’s indirect tax strategy from inception through execution, driving process improvements, strengthening internal controls, managing audits, and ensuring compliance across multiple jurisdictions.

Competitive Pay Range: $100,000 - $140,000 annually, depending on experience

Essential Duties and Responsibilities

  • Lead and manage Clark Pacific's end-to-end sales and use tax function, including compliance, reporting, filings, and account reconciliations.
  • Ensure timely and accurate filing of multi-state sales and use tax returns.
  • Maintain exemption certificates, business registrations, resale certificates, and tax engine configurations.
  • Develop, implement, and maintain tax policies, procedures, and internal controls that support compliance and operational efficiency.
  • Identify opportunities to improve processes, automate workflows, and enhance indirect tax reporting.
Technical Research & Advisory
  • Serve as the Company's primary subject matter expert on sales and use tax matters.
  • Conduct complex multi-state tax research utilizing tax research platforms, statutes, regulations, rulings, and case law.
  • Interpret and apply contractor, manufacturer, retailer, and fabrication tax rules to business operations.
  • Provide tax guidance regarding contracts, procurement activities, manufacturing operations, and customer transactions.
  • Monitor legislative and regulatory developments and proactively communicate impacts to key stakeholders.
Construction & Manufacturing Tax
  • Determine the proper tax treatment of furnish-only and furnish-and-install contracts.
  • Apply state-specific contractor, manufacturer, and retailer tax regulations across multiple jurisdictions.
  • Identify and maximize available manufacturing exemptions, tax incentives, and other tax-saving opportunities.
  • Partner with estimating, procurement, and project teams to evaluate tax implications before project execution.
  • Lead state and local sales and use tax audits from initiation through resolution.
  • Research and defend tax positions using applicable statutes, regulations, rulings, and technical guidance.
  • Manage audit responses, appeals, refund claims, and voluntary disclosure agreements.
  • Proactively identify areas of tax exposure and implement strategies to mitigate risk.
Business Partnership & Leadership
  • Partner with cross-functional teams to evaluate tax implications related to contracts, projects, procurement decisions, and operational initiatives.
  • Educate and train internal stakeholders on indirect tax requirements, risks, and best practices.
  • Provide mentorship and guidance to Sales & Use Tax staff.
  • Foster a culture of continuous improvement, accountability, and operational excellence.

Education & Experience
  • Bachelor's degree in Accounting, Finance, Tax, or related field required
  • CPA and/or CMI designation preferred

  • Strong knowledge of contractor, manufacturer, and retailer sales and use tax regulations
  • Experience with ERP systems and tax automation platforms (e.g., Avalara, Vertex)

  • Prior leadership or supervisory experience preferred
