Job summary

Insight Global is seeking a Senior Subcontracts Manager for our Chicago area operations supporting sponsored programs. The role involves reviewing RFPs, subcontract terms, and cost analyses; independently negotiating terms and monitoring performance; and overseeing complex invoice approvals and closeout activities.

You will advise Principal Investigators and management on federal procurement policies, FAR/DFARS compliance, and related regulatory requirements for federal research programs.

Qualifications

• Bachelor’s degree in a relevant field required.
• Six years of related experience.
• Three years of purchasing or subcontracting experience in government contracting or research administration fields.
• Comprehensive knowledge of federal procurement regulations (FAR, DFARS, federal grant regulations).
• Ability to communicate clearly in written and verbal form.

Responsibilities

• Perform subcontract management for sponsored programs and review documentation (RFPs, subcontract terms, modifications, cost analyses).
• Independently conduct negotiations and monitor subcontract performance.
• Oversee complex invoice approvals, closeout processes, and assist with audits.
• Advise PIs, senior management, and support personnel on subcontracting policies and regulatory requirements.
• Assist in overall management of subcontract administration function.
• Support staff and ensure compliance with federal procurement regulations.

Job description

The Senior Subcontracts Manager is responsible for performing subcontract management functions for sponsored programs, including reviewing documentation prepared by support staff such as requests for proposals, subcontract terms and conditions and modifications, and cost analysis. Senior Subcontracts Manager independently conducts negotiations, monitors subcontract performance, oversees complex invoice approval, closeout processes, and assists with audits. The Senior Subcontracts Manager will assist with overall management of the subcontract administration function and support staff. Additionally, this position advises Principal Investigators, senior management, and support personnel on University subcontracting policies, procedures, and regulatory requirements that pertain to federal research programs.

Minimum Qualifications:

• Bachelor’s degree in a relevant field
• Six years of related experience
• Three years of purchasing or subcontracting experience in government contracting or research administration fields
• Comprehensive knowledge and understanding of federal procurement regulations, including FAR, DFARS, and federal grant regulations
• Ability to communicate clearly and effectively with internal and external personnel in both written and verbal form

Preferred Qualifications:

• Advanced degree or coursework towards advanced degree in related field
• Ten years or more of related federal contracting or federal subcontracting experience
• Significant negotiation experience in purchasing or subcontracting
• Experience with Deltek Costpoint or Ellucian Banner
• Advanced knowledge and understanding of federal procurement regulations, including the FAR, DFAR, and federal grant regulations
