Job summary

Navajo Tribal Utility Authority is seeking a senior safety and training leader to supervise, develop and implement comprehensive safety education programs for staff across the organization. Qualifications

  • Bachelor's degree in safety, organizational learning & development, human resources, or related field.
  • 10 years of safety and adult education experience in public utility or construction related industry.
  • 5 years of experience in a supervisory capacity.
  • OSHA 1910 and 1926 30-Hour certification.
  • Instructor certification or equivalent.
  • Certified Safety Professional (CSP) preferred.
  • Valid Driver's License required, subject to motor record review.

Responsibilities

  • Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising tasks and results.
  • Oversees the supervision of personnel, including work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and motivates staff to peak productivity.
  • Develops measurable performance expectations for assigned staff according to department goals.
  • Establishes, implements and communicates goals, objectives, policies and procedures per strategic plan and laws.
  • Hosts regular staff meetings to ensure communication between personnel and program activities.
  • Prepares and administers annual budget; justifies budget recommendations.
  • Manages safety policies, procedures and plans; collaborates with stakeholders on updates.
  • Ensures compliance with Federal, State, Tribal and local regulations and standards.
  • Maintains ERP; coordinates training, exercises and updates.
  • Oversees safety-related public information programs; advises management on effectiveness.
  • Analyzes work performance to improve safety; ensures safe work activities.
  • Assists the Safety, Training and Regulatory Compliance Manager as assigned.
  • Ensures compliance with regulatory requirements; adheres to quality and customer service standards.
  • Generates safety reports and identifies root causes to reduce hazards.
  • Oversees design and measurement of training programs for NTUA workforce.
  • Develops training materials and manuals.
  • Evaluates training effectiveness and instructor performance.
  • Coordinates NTUA education programs and reports metrics.
  • Incorporates NTUA Vision, Mission, Values in program initiatives.
  • Maintains knowledge of safety regulations and acts as SME.
  • Advocates and models safe, ethical behaviors.
  • Performs other duties as assigned.

Education

  • Establishes, implements and communicates goals, objectives, policies and procedures in accordance with strategic plan and applicable laws, regulations, ordinances and regulatory agencies.
  • Hosts regular staff meetings to ensure communication between personnel and program related activities.
  • Achieves financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel.
  • Manages the development and maintenance of safety policies, procedures and plans; collaborates with internal and external stakeholders on related roles, responsibilities, training and required updates.
  • Ensures compliance with all Federal, State, Tribal and local regulations and standards involving safety, environmental management, chemical control and industrial hygiene.
  • Maintains the Emergency Response Plan (ERP); coordinates with internal and external stakeholders on roles, responsibilities, training, exercises, drills and required updates.
  • Oversees the administration of safety-related public information programs; advises management of program effectiveness; collaborates with internal and external agents on program changes and annual updates.
  • Assesses and analyzes all work performance activities for the purpose of continually improving in any area. Ensures systems are in place which guarantee safe work activities are completed.
  • Assists the Safety, Training and Regulatory Compliance Manager on tasks and duties as assigned.
  • Ensures compliance with all regulatory requirements in all areas at all times. Adheres to established quality, service delivery, customer service and customer demand expectations. Adheres to all audit, legal regulations/laws and practices.
  • Generates accurate and timely safety reports; analyzes data to identify root causes and patterned hazards, injuries, illnesses; advises management on recommended courses of action to reduce or eliminate hazards, injuries, illnesses and property damage incidents.
  • Oversees and guides the design, implementation and measurement of employee training programs intended to enhance the skills, knowledge and abilities of the NTUA workforce.
  • Develops and organizes training books, manuals, multimedia visual aids and other educational materials.
  • Evaluates effectiveness of training programs and instructor performance to implement modifications and improvements. Measures the effectiveness of transfer of skills and makes recommendations for enhancement.
  • Coordinates the administration of NTUA education programs including the Scholarship Program, Education Assistance Program and the Apprenticeship Program; reports program metrics to management annually or as directed.
  • Incorporates the NTUA Vision, Mission, Values and Goals in annual program initiatives to support consistent internal safety & employee development services company-wide.
  • Maintains professional knowledge of safety regulations and employee development best practices; acts as a subject matter expert for management on safety and employee development requirements.
  • Advocates and models safe, ethical behaviors.
  • Performs other duties as assigned.
