Higher education (University degree or higher) in HSE or ecology areas and not less than 2 years of work experience in the lead specialist positions as per specialty or not less than 6 years of work experience in the specialist/engineer positions as per specialty.
Preferable to have Internationally recognised occupational certification in Occupational Safety and Health, e.g. NEBOSH Certificate or Diploma.
Main functions:
- Ensure Safety & Environment (S&E) Management System (MS) documentation, plans, standards, procedures at corporate level are managed in accordance with KPO requirements and best industry practice, requirements of ISO and OHSAS.
- Ensure development of fit-for-purpose policies, standards, procedures, and guidelines for Safety Management System of KPO. Translate the guidelines and procedures into practice and solve common and non-routine safety challenges, providing safety recommendations that have a perceptible impact on business safety performance; actively drive the identification, development, and implementation of new opportunities to optimise and improve the safety and environment documentation system. Coach KPO and contractors’ personnel on best practices in planning, standards, and procedures management.
- Act as Subject Matter Expert on matters related to S&E MS documentation management and provide technical support to various departments. Manage the process of development and revision, roll-out, and implementation of standards and procedures. Ensure delivery of high-quality work in time as required by line manager.
- Ensure that corporate S&E management system documentation is timely reviewed in accordance with the KPO requirements.
- Manage development of KPO HSE Improvement Plan, strategies, procedures, and guidelines and ensure that this documentation complies with international best practices, relevant laws, and regulations.
- Manage interface with KPO training department to ensure that the content of the procedures is correctly represented in training materials.
- Provide expertise and information on current HSE documentation to incident investigation, auditing teams, and other stakeholders as required.
- Lead or participate in effectiveness reviews of implementation of standards and procedures in the field.
- Manage interface with other departments and contractor companies to ensure that the content of the standards and procedures is clear and correctly translated.
- Keep up-to-date with the latest safety standards, regulations, and guidelines to ensure that the workplace remains in compliance with relevant standards, laws, and regulations.
- Ensure that the latest versions of HSE documentation are distributed and made available in the documentation library.
- Seek and implement opportunities for improving efficiency and effectiveness of departmental processes and activities. Interact with all KPO departments at different levels, as well as contractor companies, to promote awareness of KPO policies, standards, and procedures.
- Ensure that the latest versions of standards and procedures are included or referenced in Schedule D and other documentation.
- Provide appropriate practical and technical support to all KPO units in issues related to HSE policy, Safety strategies, and plans implementation.
- Lead the development of Safety Improvement Plan, Safety Policies, Standards, Procedures, and Guidelines and ensure they meet best industry practices, Operator, and RoK requirements and are practicable for implementation. Liaise with responsible and accountable parties to ensure the content of the documentation meets the latest best practices and provide assurance to document owners that the documentation management process is complied with.
- Manage regular reviews of standards and procedures to ensure compliance with RoK legislation requirements, Operating companies, and IOGP requirements and ongoing improvements.
- Manage monitoring and review of Safety and Environment Improvement Plan.
- Perform tasks assigned by line manager that are necessary to ensure delivery of functional programs and objectives. Set tasks and targets for subordinate personnel, monitor activities, assignments, and priorities, and promote safety culture amongst the staff.
