Financial Accountant III

Under the general direction of the Bureau Chief, a Financial Accountant IV, as a Section Manager/Specialist, you will provide direction to supervisory and professional level financial accounting staff performing critically sensitive and complex accounting activities and processes.

Duties performed:

  • Lead, plan, organize, direct, coordinate, instruct, and review the work of supervisory and professional financial accounting staff responsible for complex financial accounting, forecasting, allocations, cash management, reporting, and reconciling of the statewide financial activities. Such activities pertain to the State Treasury, Pooled Money Investment Account (PMIA), Surplus Money Investment Fund (SMIF), Local Agency Investment Fund (LAIF), General Fund, Cash Accountability accounts, Special Funds, and Bond Funds.
  • Prepare various program financial accounting reports, statistical information, and financial data for use by Division management, the Executive Office, other state entities, or other interested parties.
  • Monitor the daily accounting for the State’s General Fund revenues, disbursements, and transfers. Direct the publication of the monthly General Fund Statement of Cash Receipts and Disbursement in accordance with Generally Accepted Accounting Principles (GAAP).
  • Oversee the development and performance of complex cash flow forecast models under various cash scenarios, analysis of financial trends, legislative changes, and economic conditions impacting the state’s financial future.
  • Oversee development and performance of complex forecasting of fund cash balances, revenues, and disbursements, directing the development of the various reports submitted to the Pooled Money Investment Board and Governor for approval.
  • Evaluating, developing, and implementing cash management processes to determine the need for changes as required by changes to legislation, Constitution, federal directives, court decisions, or financial accounting system requirements.
  • Oversee the Discharge of Accountability program to approve State agency write off of uncollectible accounts receivables, directing staff in the review of discharge requests to ensure collection efforts were exhausted.
  • Evaluate and/or assess staff performance and determine needed training, identifying problems to be resolved or goals to be accomplished.
    Meet with the Bureau Chief to assess workload issues for the purposes of creating performance measurements, annual work plans, and project management plans.
    Participate in the agency's development and implementation of a new financial accounting system (FI).

(Applicants must possess the equivalentto graduation from college with a specialization in financial management or a closely related fieldORequivalent to graduation from college withany major which shall include at least 24 semester units in financial accounting, managerial accounting, intermediate accounting, advanced accounting, taxes, cost accounting, auditing, business law, computer applications, or management information systems.

ANDfive years of increasing responsibility in professional accounting, auditing, budgeting, investment operations, financial systems, or banking.)
