Job summary

Arlington Independent School District is seeking an experienced Risk Management Manager to develop and implement risk management tools, policies, and dashboards across the district. You will lead analyses, reporting, and program improvements to reduce losses and ensure regulatory compliance.

The role oversees health and safety programs, incident investigations, and emergency preparedness, coordinating with district leadership and external partners to safeguard students and staff.

Qualifications

  • Two to five years of supervisory experience in health and safety programs.
  • In-depth knowledge of local, state, and federal health and safety regulations.
  • Two years of experience in emergency preparedness and public health emergencies preferred.

ROLE AND PURPOSE:

Develops and implements risk management tools, practices, and policies to identify, assess, and report risks in alignment with the established risk management framework. Accountable for achieving strategic objectives and managing AISD's insurable and hazard risks, including analyzing risk and insurance issues, developing reports and plans, and implementing solutions to optimize operations. Provides leadership and direction to key risk stakeholders and establishes and maintains effective relationships with internal and external customers, partners, and service providers.

QUALIFICATIONS:
Education/Certification:
  • Bachelor's degree in biological science, Industrial Safety, Industrial Hygiene, Kinesiology, Environmental Health or equivalent
  • Master's Degree from accredited institution preferred
Experience:
  • Two - five years' supervisory experience administering Health and safety related programs.
  • In depth knowledge of local, state, and federal regulations relating to Occupational Health and Safety or closely related field.
  • Two years of experience in working with Emergency preparedness and public health emergencies preferred.
SPECIAL KNOWLEDGE/SKILLS:
  • Considerable knowledge of health and safety procedures, practices, and principles of industrial hygiene, including tools and techniques used to identify and evaluate health hazards.
  • Considerable knowledge of OSHA standards and applicable federal, state, and local laws and regulations related to the position.
  • Ability to interpret laws, regulations, and standards and effectively communicate their application to workplace situations.
  • Ability to conduct comprehensive investigations, analyze findings, and determine root causes.
  • Excellent oral and written communication, interpersonal, and human relations skills.
MAJOR RESPONSIBILITIES AND DUTIES:
RISK MANAGEMENT & ANALYTICS
  • Develop and maintain strategic Key Performance Indicators (KPIs), dashboards, reports, and measurement tools to monitor Risk Management performance, loss trends, program effectiveness, and progress toward established goals.
  • Prepare analytical reports, presentations, and recommendations for senior management and other stakeholders.
  • Collect, analyze, and maintain employee accident, injury, claims, and loss data and use business analytics to identify trends, emerging risks, and opportunities for loss reduction.
  • Assist with the selection, implementation, and management of the Risk Management Information System (RMIS), including system integrations, data integrity, reporting capabilities, database security, and appropriate access controls. Maintain compliance with applicable HIPAA requirements.
INSURANCE & CLAIMS
  • Assist with the preparation of annual insurance renewal applications and coordinate the collection, review, and updating of information, including property values, financial data, exposure information, and loss history.
  • Assist with the development of Requests for Proposals (RFPs) and/or bids for property and casualty insurance coverage, including property, automobile liability, general liability, workers' compensation, crime, equipment, excess liability, terrorism, pollution, and other applicable coverages.
  • Maintain the district's insurance portfolio and assist with the submission and management of property and casualty claims. Collaborate with insurance carriers, adjusters, departments, and other stakeholders to facilitate timely claim resolution.
  • Monitor insurance and claims financial performance and make recommendations to improve program effectiveness and reduce losses.
HEALTH & SAFETY
  • Develop, implement, and maintain comprehensive districtwide health and safety programs in collaboration with principals, administrators, directors, supervisors, and other stakeholders.
  • Plan and implement injury and incident prevention strategies designed to reduce workplace injuries, accidents, and other losses.
  • Conduct scheduled and unscheduled safety inspections, audits, and assessments of AISD facilities and operations to evaluate compliance with applicable laws, regulations, codes, standards, policies, and procedures. Observe work activities to ensure employees use required personal protective equipment (PPE), follow established safety procedures, and maintain safe work practices.
  • Identify safety deficiencies, regulatory violations, and hazardous conditions; notify appropriate management and recommend corrective actions. Monitor corrective actions to ensure deficiencies are addressed in a timely manner.
  • Provide technical guidance to administrators, supervisors, and employees regarding health and safety requirements, applicable laws and regulations, safe work practices, and appropriate equipment and controls.
  • Oversee the Drivers Alert Program and district ergonomic assessment program, including individual ergonomic consultations and recommendations for corrective measures.
INCIDENT INVESTIGATION, TRAINING & COMPLIANCE
  • Lead and/or participate in investigations of employee and student incidents and accidents. Coordinate Root Cause Analysis (RCA) and develop, implement, and monitor corrective actions in accordance with district procedures.
  • Develop, coordinate, and deliver safety and Risk Management training for district employees, supervisors, and safety committees based on identified risks, regulatory requirements, and organizational needs.
  • Train and support supervisors and employees on Risk Management program requirements, incident reporting, claims reporting, and related procedures.
  • Coordinate monthly and quarterly Safety & Risk Management Committee (SRMC) meetings and support the implementation of committee recommendations and safety initiatives.
SPECIALIZED PROGRAMS & EMERGENCY RESPONSE
  • Manage the district's special event safety application and approval process and provide guidance regarding safety requirements for special events and activities.
  • Assist with AISD emergency and disaster response activities when requested.
  • Research grant opportunities for safety-related programs, as applicable.
PROGRAM DEVELOPMENT & CONTINUOUS IMPROVEMENT
  • Assist with the development and review of Risk Management policies, procedures, programs, and recommendations and provide support to the Director of Risk Management on departmental initiatives and special projects.
  • Promote continuous improvement of Risk Management programs by evaluating effectiveness, identifying emerging risks, and recommending strategies to reduce the district's financial, operational, and safety exposures.
  • Work in partnership with all departments to implement necessary changes that support a workplace safety culture.
STAFF & STAKEHOLDER SUPPORT
  • Provide guidance and support to Risk Management support staff.
  • Establish, maintain, and manage effective relationships with internal and external customers, partners, service providers, and other stakeholders.
  • Attend department meetings and communicate district focus, concerns, and policies to appropriate staff in a timely manner.
