Objective:
The Safety Program Manager will serve as the on-site representative for the Director of Automated People Mover Systems at Los Angeles International Airport (LAX). This individual will oversee the safety performance of LINXS Operators and Maintenance Joint Venture (OMJV) and Alstom, ensuring compliance with federal, state, and local regulations where applicable. The Safety Program Manager will be responsible for evaluating technical and safety compliance and ensuring alignment with all regulatory and operational standards.
Essential Job Duties
- Safety Program Development & Oversight:
- Monitor and comment on LINXS development, implementation, and updates of health and safety programs, policies, procedures, and systems.
- Foster a proactive safety culture among all stakeholders, including LAWA, the airport community, LINXS OMJV, and Alstom.
- Conduct periodic review of LINXS records for safety audits, inspections, and assessments of facilities, equipment, processes, and systems.
- Perform on-site reviews and report to CPUC regarding the Passenger Transit Agency Safety Plan and Security Plan to verify compliance and effectiveness.
- Collect and analyze data supporting LAWA's Safety Management System, monitor goals, and recommend improvements for continuous safety enhancement.
- Identify safety hazards and recommend corrective actions to mitigate risks.
- Prepare reports with recommendations for the Director of Automated People Mover Systems regarding system status and potential issues.
- Manage and escort visitors as needed to maintain site safety and security.
Regulatory Compliance:- Interface with CPUC as LAWA's representative on safety-related activities.
- Manage all CPUC formal approvals, resolutions, protests, and appeals; update the Passenger Transit Agency Safety Plan and Safety and Security Certification Plan as required.
- Monitor LINXS efforts to ensure compliance with federal, state, local, and FAA regulations applicable to APM operations.
- Maintain current knowledge of safety laws and regulations (OSHA, DOT, FTA, NFPA, CPUC Standards, etc.).
- Review and comment on safety compliance documents and records generated by LINXS.
- Ensure contractors and vendors adhere to safety standards; support LAWA during CPUC audits and follow-up actions.
- Coordinate safety items from the CPUC-approved Public Transit Agency Safety Plan.
Technical Oversight:- Review and evaluate the safety performance of LINXS OMJV and Alstom vis-à-vis CPUC safety requirements.
- Write and issue change orders and modifications related to safety implications.
- Collaborate with engineering and operational teams to integrate safety into all aspects of APM operations.
- Monitor system modifications for critical and certifiable elements to ensure hazard mitigation measures are documented.
- Participate in Rail Operators and Regulators Committee meetings.
Training & Communication:- Develop and deliver safety training and re-training programs tailored to operational needs for LAWA stakeholders and executives.
- Facilitate communication between LAWA, LINXS OMJV, Alstom, and other stakeholders to ensure consistent safety understanding.
- Participate in LINXS safety committees and hold all parties accountable for safety performance.
- Monitor safety training, certification, and record maintenance for LINXS O&M staff to meet State Safety Oversight requirements.
Incident Management & Reporting:- Serve as LAWA's representative on incident command teams.
- Lead investigations of safety incidents, accidents, and near-misses.
- Notify relevant agencies within required timeframes of reportable accidents.
- Analyze incident data for trends and recommend preventive measures; provide monthly reports to CPUC.
- Prepare detailed reports and present findings to stakeholders.
Emergency Preparedness:- Coordinate emergency response plans and drills with LINXS, LAWA, and other agencies.
- Ensure safety systems and personnel readiness for emergencies, coordinating with Metro and interfacing elements like ConRAC, LAX Economy Parking, and Terminals.
Hardware/Software Knowledge
Proficiency in Microsoft Office Suite and safety management software.
Project-Specific Requirements/Notes
Required Qualifications:
- Minimum 15 years of safety management experience in transportation, infrastructure, or related industries.
- Deep knowledge of safety regulations (OSHA, FTA, DOT, APTA, CPUC Orders, etc.).
- Strong background in technical safety compliance and auditing.
- Experience working with contractors, vendors, and multiple stakeholders in complex environments.
Preferred Qualifications:
- Certifications such as CSP; experience in rail transit environments.
- Familiarity with SMS and 49 CFR Part 673 regulations; incident command systems experience.
Skills and Abilities:
- Analytical and problem-solving skills.
- Excellent communication skills; ability to manage multiple projects.
- Ability to respond to emergencies and work outside regular hours as needed.
Education/Training:
- Bachelor's Degree in Occupational Health and Safety, Engineering, or Transportation Safety.
- Master's Degree preferred.

Additional Information
May be required to work various shifts. The Safety Program Manager reports directly to the LAX Director of Automated People Mover Systems.
Work is performed in both office and field environments, requiring walking, standing, and climbing stairs. Must lift up to 20 lbs. and work at a computer for extended periods. Availability for varying shifts, including nights, weekends, and holidays, is required.
Licensing/Certification Requirements
- Valid California Driver's License.
- OSHA 30-hour General Industry Certification or equivalent preferred. PTSCTP certification or ability to obtain within two years.
- Ability to obtain LAWA security badging.
Compensation Range
$122,944.48 - $163,925.98
