Elite Surface Infrastructure (ESI), based in Englewood, CO, is a leading self-performing civil contractor serving Colorado since 1998. ESI specializes in Underground Utilities, Milling, Asphalt, Paving, Grading, Concrete, and Earthwork for commercial, municipal, and federal projects.

Position Summary

The Safety Manager is responsible for ensuring a safe work environment for all ESI employees and maintaining compliance with OSHA, DOT, MSHA, EPA, and all applicable safety regulations. This role provides leadership to Field Safety Representatives and ESI supervisors, develops and enforces company-wide safety programs, manages safety teams and compliance initiatives, and serves on the Leadership Team. The Safety Manager protects employees from injury and the company from legal, financial, and regulatory risk while promoting a strong safety culture across all operations.

Essential Functions

Develop, implement, and enforce comprehensive company-wide safety programs and policies

Ensure compliance with OSHA (29 CFR 1926), DOT (FMCSA), MSHA, EPA, and all applicable regulations

Exercise stop-work authority for imminent safety hazards

Establish site-specific safety plans (SSPs) and job hazard analyses (JHAs)

Develop specialized safety programs including confined space, fall protection, excavation, and emergency response

Lead, manage, hire, train, and develop Field Safety Representative(s)

Provide safety leadership and guidance to superintendents, foremen, and field crews

Serve as a member of the Leadership Team and participate in strategic planning

Conduct jobsite audits, inspections, and compliance reviews

Investigate incidents, injuries, near-misses, vehicle accidents, and utility damage

Perform root cause analysis and implement corrective actions

Manage Workers’ Compensation program, insurance claims, and return-to-work programs

Administer post-accident, random, and reasonable-suspicion drug and alcohol testing

Oversee OSHA 300 Log, regulatory reporting, and incident notifications

Represent ESI in regulatory inspections and client safety meetings

Develop and oversee safety training programs and new hire orientations

Ensure all required safety training is current and documented

Conduct environmental, fleet, and risk audits to reduce incidents and costs

Monitor EMOD scores, injury trends, and safety metrics

Promote a proactive safety culture and employee engagement

Coordinate with HR, Operations, Legal, and Executive Leadership

Approve safety equipment purchases and manage safety-related expenditures

Preferred Qualifications:

Bachelor’s degree in Occupational Safety, Construction Management, or related field.

CSP or ASP certification is highly preferred

Required Qualifications:

Minimum 5 years of safety management experience in construction

Expert knowledge of OSHA construction standards

Strong understanding of DOT, MSHA, and EPA regulations

Frequent presence on active construction sites
