Job summary

Lawrence Berkeley National Laboratory is seeking an experienced Safety Manager to support the ALS-U Project. Position Overview

Lawrence Berkeley National Laboratory is seeking an experienced Safety Manager to support the Advanced Light Source Upgrade (ALS-U) Project, a major DOE capital project. The Safety Manager will provide safety management and professional safety services throughout the project lifecycle, including planning, design, procurement, fabrication, installation, testing, commissioning, operational readiness, and project completion through Dark Time. This role will serve as an integrated member of the ALS-U safety organization, providing expertise in hazard identification and mitigation, work planning and control, field safety oversight, regulatory compliance, safety documentation, and continuous improvement. The successful candidate will be comfortable working in a complex technical and construction environment and collaborating with project management, engineering, EH&S, Radiation Protection, Facilities, contractors, and other LBNL organizations.

Key Responsibilities
Safety Program Management
  • Support implementation, assessment, and continuous improvement of project safety programs.
  • Provide safety planning and technical support throughout the project lifecycle.
  • Review project safety requirements and evaluate safety practices.
  • Develop practical safety recommendations and participate in project safety planning activities.
Hazard Identification & Mitigation
  • Perform hazard assessments and risk evaluations for project activities.
  • Identify and evaluate industrial, construction, electrical, radiological, lead, hazardous-material, and project-specific hazards.
  • Develop appropriate engineering, administrative, and work-practice controls.
  • Develop and/or review Job Hazard Analyses (JHAs), Activity Hazard Documents (AHDs), and other work-planning documentation.
  • Verify that required controls are effectively implemented in the field.
  • Identify deficiencies and changing field conditions and coordinate corrective actions.
  • Document hazard assessments, controls, mitigation measures, and closure evidence.
Work Planning & Control
  • Review work packages and evaluate proposed safety controls.
  • Verify that hazard mitigation measures are incorporated into work planning.
  • Support readiness verification and field coordination.
  • Provide recommendations for safe execution of project activities.
  • Coordinate with engineering and technical organizations to ensure work is performed in accordance with approved requirements.
Construction & Installation Safety

Provide safety oversight and technical support for fabrication, construction, equipment installation, testing, and commissioning activities, including:

  • Field observations and safety walkthroughs
  • Evaluation of changing work conditions
  • Lifting and rigging safety
  • Electrical safety coordination
  • Fall protection
  • Confined-space activities
  • Contractor safety coordination
  • Verification of required safety controls
Design & Engineering Reviews

Participate in engineering and design reviews to identify and address safety considerations throughout the project lifecycle.

Regulatory Compliance
  • Support compliance with applicable federal, DOE, LBNL, and ALS-U Project safety requirements.
  • Conduct safety and compliance assessments.
  • Review safety documentation for compliance and completeness.
  • Develop corrective action recommendations.
  • Support responses to review findings and development of compliance documentation.
Readiness Reviews
  • Support project readiness reviews and operational readiness activities.
  • Perform readiness assessments and hazard verification.
  • Review procedures and supporting documentation.
  • Track and support closure of action items.
  • Participate in readiness review meetings and related activities.
Incident Prevention & Corrective Actions
  • Review incidents, near misses, and safety performance trends.
  • Support root-cause evaluations.
  • Develop corrective action recommendations.
  • Document lessons learned.
  • Evaluate safety trends and recommend continuous improvement opportunities.
Safety Documentation
Develop, Review, And Maintain Project Safety Documentation, Including
  • Safety plans and procedures
  • Hazard analyses
  • Technical memoranda
  • Engineering evaluations
  • Compliance documentation
  • Technical reports
  • Lessons learned
  • Other project-specific safety documentation
DOE & Project Support
  • Participate in technical working meetings, safety meetings, design reviews, readiness reviews, planning meetings, risk discussions, and interface coordination meetings.
  • Provide technical support for DOE reviews, independent assessments, and project oversight activities.
  • Prepare technical presentations and review materials.
  • Support action-item resolution and corrective-action implementation.
  • Assist with responses to DOE and other project review findings.

The ideal candidate will have demonstrated experience in safety management and professional safety services for large construction, capital, or complex technical projects.

Experience supporting projects governed by DOE Order 413.3B or comparable requirements is highly desirable. Experience in a DOE national laboratory, nuclear facility, accelerator facility, research facility, or similarly regulated technical environment is strongly preferred.
