Job summary

The City of Cleveland is seeking a Construction Consulting Engineer to provide engineering advisory services for complex capital projects, including roadway and bridge work, as well as coordination with multiple City divisions and external agencies. You will oversee inspections, review change orders, and ensure project quality and compliance throughout planning, design, and construction phases.

Qualifications

Bachelor's Degree in Engineering is required.
Four years of full-time paid experience in project management of information systems required.
Must have a State of Ohio Professional Engineer's License (temporary license acceptable at hire with permanent within 90 days).
Project/Program Management certification is preferred.
Must be computer proficient and have experience using Microsoft Office and Projects, and familiarity with project controls systems.
Valid State of Ohio Driver's License required.

Responsibilities

Roadway coordination/inspection on federally funded projects.
Evaluate ODOT change orders.
Bridge inspection on City bridge projects for both Capital and Requirements Contracts projects.
Provide inspection or oversee 3rd party inspection services through City’s General Engineering Services contract.
Bidability and constructability review of City sponsored projects.
Provide input regarding inspector training to ODOT standards.
Provide review/comments of structural items related to bridges, foundations, etc.
Construction engineering advisory services to divisional or departmental projects and activities.
Project management during planning, design and construction of capital improvement projects.
Coordination of planning, design and construction with City divisions and departments.
Coordination with private utilities.
Preparation of grant applications; scope of services and RFPs; consultant evaluation and selection; regulatory compliance.
Project liaison with neighborhood planning and public involvement/public meetings; respond to public comments.
Construction document preparation; bid process administration; review of legal agreements; construction oversight including site visits and milestone inspections.
Attend all project meetings and assist in budget/work program preparation.
Attend conferences and seminars; private development and utility project plan reviews as needed.
Investigates construction-related complaints and documents findings; initiate change orders and sampling of materials.
Communicate risks to project delivery and mitigate risks.
Review project designs/deliverables for conformity and quality assurance.
