Job summary

Pueblo County is seeking a Road & Bridge Division Supervisor to manage daily operations, including maintenance, repairs, and construction of roadways, bridges, and drainage systems. This role emphasizes safety, quality, and cost-efficiency while coordinating with vendors and internal teams.

You will lead staff, plan short- and long-term projects, oversee budgeting, procurement, and compliance with federal, state, and local laws.

Qualifications

  • High School Diploma or GED required.
  • Bachelor’s Degree in Civil Engineering, construction management, or related field preferred.
  • Minimum seven years in road/bridge maintenance or related field required.
  • Minimum four years supervisory experience required in road/bridge maintenance or related field.

Responsibilities

Job description

Responsible for managing and supervising Road & Bridge functions on a day-to-day basis, including but not limited to the repair, maintenance and construction of native, gravel, and paved surface and roadways, bridges, associated structure and drainage systems, hauling of roadway maintenance and construction equipment, the administration of third party services and maintenance contract, division budget management as part of the overall Public Works operational practices and procedure within delegated authority. Escalates policy, funding, and enterprise procurement decisions through the Public Works Executive Director.

This posting will fill the position locatied at:
  • 280 East McCulloch Blvd. Pueblo West, CO 81007
  • Exercises direct, first-level supervision of positions, employees, operations, and activities within a main or branch office; Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager, and approving time off. Responsible for the completion, accuracy, and distribution of staff timesheets.
  • Plans, schedules, and manages daily road and bridge operations, including but not limited to maintenance services, preventative maintenance procedures, traffic control operations, equipment mobilization, fueling of equipment, snow and ice removal, material procurement, and quality control to ensure safe, timely, and cost-effective repairs to roadways and bridges. Tracks inspection and preventive maintenance compliance, analyzes recurring issues, and adjusts schedules as needed. Coordinates road and bridge activities and operations, verifies accuracy, monitors expenses, and identifies opportunities for cost savings. Independently travels to all Pueblo County Road and Bridge shops, makes regular visits to all work sites and shifts.
  • Leads the division's short-term and long-term road and bridge plans by coordinating maintenance and repairs, employee scheduling for weather-related emergencies, analyzing material costs, preparing specifications, providing operational recommendations, managing quotes and bids within procurement guidelines, overseeing maintenance and repairs, and maintaining as directed and escalates funding, policy, and exceptions through the Executive Director.
  • Manages and coordinates vendor, warranty, and contracted maintenance services by managing scheduling, resolving issues, monitoring service performance, and maintaining documentation. Supports contract compliance and elevates any contracting concerns to the Executive Director to ensure service quality and adherence to contractual obligations.
  • Participates in developing and overseeing the Road & Bridge division budget within the Public Works Department by managing expenditures, preparing cost and usage reports, recommending equipment maintenance & replacement plans, and analyzing trends such as roadway material usage and financial impacts to evaluate budget adequacy and forecast future budgetary needs. Elevates budget decisions and major variances to the Executive Director.
  • Performs safety-related duties such as preparing worker accident reports, identifying and resolving safety hazards, arranging and conducting employee safety training, and maintaining safety records to ensure a safe work environment.
  • Serves on committees as needed.
  • Stays abreast of new trends and innovations in the field of roadway and bridge maintenance.
  • Responds to emergencies as needed.
  • Provides statistical analysis for Road and Bridges Operations Key Performance Indicators (KPIs).
  • Stays abreast and coordinates compliance with upcoming, new, and existing Federal, State, and Local laws and regulations regarding the operations of Road and Bridge maintenance.
Education
  • High School Diploma or GED Equivalency required.
  • Bachelor’s Degree from an accredited college or university in the field of Civil engineering, construction management, or related field preferred.
Experience
  • Minimum of seven (7) years or more experience in road and bridge maintenance, construction, or related field required.
  • Minimum of four (4) years or more supervisory experience in road or bridge maintenance, construction or related field required.
  • Minimum of seven (7) years or more experience operating heavy equipment preferred.
  • Minimum of four (4) years or more supervisory experience in local, state, or federal government preferred.

License and Certification
  • Valid Colorado Driver's License within 60 days of hire required.
  • Certified Flagger obtained within 60 days of hire required.
  • Mine Safety and Health Administration (MSHA) Certification obtained within 60 days of hire required.
  • Cardiopulmonary Resuscitation (CPR) and First Aid certification obtained within 60 days of hire required.
  • Class A Commercial Driver’s License (CDL) with Tanker Endorsement preferred.

  • Must successfully pass a background check.
  • Must successfully pass a conditional post-offer physical examination.
