Job summary

Platte County in Wyoming seeks a Road & Bridge Department Manager to oversee administration, staffing, budgeting, and project supervision for county roads and bridges. You will coordinate with county commissioners and the County Engineer, supervise all staff, and ensure safety standards while directing bid processing, contracts, and daily operations.

Salary range: $50,000-$60,480 annually DOE

Job Description:

Oversees and manages the Road & BridgeDepartment. Works in coordination with the Platte County Commissioners and the CountyEngineer. Responsible for the administration, organization and supervision ofall staff and resources. Coordinates construction, repair and maintenance ofCounty roads and equipment.

SPECIFIC RESPONSIBILITIES AND DUTIES

Administration:

  • Plans and designs proposed roads and bridges within the County.
  • Schedules personnel and equipment for the construction of roads andbridges in the county.
  • Oversees and/or handles permitting, rights-of-way acquisitions, roadfiles, gravel pits and bridge inventory.
  • Coordinates with other County departments and outside agencies that maybe affected by departmental activities.
  • Schedules repairs of roads and bridges in the County.
  • Oversees construction and repair projects.
  • Conducts regular inspections of job site and personnel performance.
  • Disposes of assigned county property as appropriate (sale, trade,demolition)
  • Is responsible for condition or upkeep of equipment and shops.
  • Operates equipment and trucks and is considered to be a workingsupervisor.

PublicRelations:

  • Attends public meetings as needed.
  • Receives and follows-up on complaints
Safety:
  • Oversees the performance of all duties of the Road and Bridge staffpertaining to the conformance of appropriate safety and security standards.

Personnel:

  • Supervises and directs all staff in the department.
  • Personally conducts yearly performance evaluations on all staff in thedepartment and maintains confidential employee files.
  • Hires, fires and disciplines all subordinate department staff.
  • Schedules staff appropriately for each project.
  • Schedules vacation, sick leave, and personal time off.

    Budgeting:

    • Submits budget figures yearly to the County Commissioners.
    • Assures effective and efficient use of budgeted funds, personnel,materials, equipment and time for the Road and Bridge Department.
    • Approves vouchers for the department within budget restraints.
    Bid Processing:
    • Administers and coordinates all bid project processes for department.
    • Oversees/maintains inventories of department supplies and materials.
    • Personally procures larger purchases.
    • Shops supply outlets for best prices and maintains file of availableequipment and price lists.
    • Reviews work performed, including construction pay estimates,construction change orders, work progress reports, materials, test reports anddocumentation of pay quantities.
    Contracts:
    • Reviews all contract agreements.
    • Makes appropriate recommendations to the Commissioners.
