ISN is actively seeking a Risk Mitigation Specialist to support the DCSA's Risk Management Unit (RMU), providing task leadership, risk analysis, mitigation support, operational coordination, and oversight of program personnel supporting the Defense Counterintelligence and Security Agency (DCSA) entity vetting and industrial security mission. Specific duties will include, but are not limited to the following:
- Lead daily RMU program operations, including workload management, personnel coordination, priorities, deliverables, and performance.
- Coordinate with the Program Manager, Government leadership, and other stakeholders regarding mission priorities, staffing, training, and operational requirements.
- Lead the identification, assessment, documentation, and mitigation of national security risks associated with entities participating in or seeking eligibility under the National Industrial Security Program (NISP).
- Analyze corporate ownership, foreign affiliations, financial interests, organizational structures, governance, and other information to identify potential risk indicators.
- Develop and support risk mitigation strategies designed to address identified national security concerns and vulnerabilities.
- Conduct research and analysis using Government systems, commercial databases, open source information, corporate records, and other authorized sources.
- Develop risk assessments, recommendations, reports, briefings, and other decision support products for Government review.
- Monitor mitigation activities and identify emerging risks, compliance concerns, or conditions requiring additional review or action.
- Review program work products for analytical quality, accuracy, completeness, and compliance with Government requirements.
Required Experience:
- Minimum of 8 years of relevant professional experience supporting risk management, risk mitigation, industrial security, entity vetting, FOCI analysis, intelligence, due diligence, finance, or mergers and acquisitions, compliance, or a closely related discipline.
- Minimum 8 years of experience in applying analytical standards to business intelligence, and security or intelligence data
- Minimum 8 year of experience identifying trends, patterns, anomalies, recommended solutions, and implementing solutions
- Experience identifying, assessing, documenting, and communicating organizational, security, business, or national security risks.
- Experience analyzing corporate ownership, foreign affiliations, financial interests, governance structures, or other organizational risk indicators.
- Experience developing risk assessments, analytical reports, recommendations, and briefings for Government or organizational leadership.
- Experience leading or coordinating analytical teams, workloads, projects, or operational activities is strongly preferred.
- Experience supporting DCSA, DoD, NISP, FOCI, or comparable national security missions is preferred.
Qualifications:
- Strong analytical and critical thinking skills with the ability to evaluate complex corporate, ownership, financial, foreign affiliation, and security information.
- Demonstrated understanding of risk identification, assessment, mitigation, monitoring, and reporting principles.
- Ability to synthesize information from multiple sources and develop clear, supportable risk assessments and recommendations.
- Ability to identify relationships, vulnerabilities, anomalies, trends, and emerging risk indicators.
- Strong written and verbal communication skills with the ability to communicate risk findings and recommendations to Government and program leadership.
- Demonstrated ability to lead personnel, manage competing priorities, and maintain quality across multiple analytical activities.
- Knowledge of NISP, entity vetting, industrial security, and Foreign Ownership, Control, or Influence (FOCI) principles is strongly preferred.
- Proficiency with Microsoft Office and applicable research, analytical, case management, and reporting tools.
Additional Requirements:
- Must be able to provide proof of US Citizenship.
- Must possess and maintain the security clearance and eligibility required for the position.
- Must meet applicable Government security, suitability, facility access, and information system requirements.
- Must be capable of appropriately handling classified, proprietary, sensitive, and Government information.
- Must successfully complete required DCSA and Government training applicable to assigned responsibilities.
- Must comply with applicable DoD, DCSA, NISP, security, and information protection requirements.
- Must be able to work at designated Government facilities and support other locations as mission requirements dictate.
Education:
- Bachelor's degree in business, risk management, security, intelligence, finance, accounting, economics, or related field
- Relevant advanced education or professional training in risk management, industrial security, FOCI, intelligence analysis, corporate due diligence, national security, or related disciplines is preferred.
- Relevant DCSA, Department of Defense, industrial security, intelligence, or risk-management training and certifications are preferred.
