Job Duties

The Risk Assessment Program Analyst serves as the lead coordinator for state level risk and capability assessments that evaluate the threats, hazards, vulnerabilities, and capabilities of the Commonwealth that inform pre-disaster planning, preparedness, and hazard mitigation strategies.

This position is responsible for ensuring the successful completion of the federally mandated Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR). This position will lead the collaborative effort to identify risks of greatest concern to the Commonwealth, facilitate conversations that determine the capabilities needed to address those risks, identify current preparedness levels, and evaluate capability gaps. This position will lead the collection and integration of qualitative and quantitative data from diverse stakeholders into clear findings that inform the THIRA and SPR.

This position is also responsible for the development of the federally mandated State Hazard Mitigation Plan’s Hazard Identification and Risk Assessment (HIRA). This position will support the systematic identification and description of hazards affecting the Commonwealth; including the analysis of hazard probability, location, intensity, and impacts; identification and representation of the vulnerability of state assets; and synthesize qualitative and quantitative data into actionable findings that directly inform hazard mitigation priorities and strategies.

The Risk Assessment Program Analyst may be assigned other tasks as necessary.

The Risk Assessment Program Analyst will be assigned a Virginia Emergency Support Team (VEST) role and is designated as essential personnel. Employees may be required to work during emergency situations, such as inclement weather, and natural or human-caused disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official Employee Position Profile/job description.

Minimum Qualifications

• Demonstrated experience interpreting and applying federal emergency management policy and doctrine, including FEMA’s Comprehensive Preparedness Guide (CPG) 101, CPG 201, and FEMA hazard mitigation planning policy as it pertains to the Hazard Identification and Risk Assessment.
• Demonstrated ability to analyze and synthesize qualitative and quantitative data.
• Demonstrated ability to coordinate with a wide range of internal and external partners.
• Demonstrated ability to obtain, validate, and interpret data.
• Exceptional interpersonal, written, and verbal communication skills, with the ability to clearly explain complex information to non-technical audiences with varying backgrounds and expertise.
• Demonstrated ability to facilitate stakeholder meetings and present on processes, findings, results, and methodologies of major projects.
• Demonstrated skills in both time and project management, including the ability to develop timelines, milestones, status reports, and executive briefings.
• Proven experience in managing projects and collaborating with project teams to achieve goals.
• Experience conducting gap analyses, Threat and Hazard Identification and Risk Assessments (THIRA), Hazard Identification and Risk Assessments (HIRA), and similar evaluations.

Additional Considerations

Experience in local, regional, state government emergency management, homeland security, planning, or resilience environment is preferred.

Employment Conditions

Salary

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
