Job summary

Stantec is seeking a highly motivated Right of Way / Utility Coordinator to support transportation and infrastructure projects in North Carolina. You will coordinate utility relocation, right-of-way acquisition, easement procurement, and entitlement activities with project managers, engineers, and landowners to keep projects moving.

The role requires strong coordination, documentation, and communication skills, plus experience with GIS and CAD tools and knowledge of NCDOT UBO standards.

Qualifications

  • Associate degree or technical diploma; bachelor’s preferred.
  • Minimum four years of experience in utility coordination or related field.
  • Active Real Estate License required.
  • Notary Public designation preferred; or ability to obtain within six months of hire.
  • Advanced knowledge of utility relocation processes, right-of-way procedures, and land rights acquisition practices.

Responsibilities

Your Opportunity

Stantec is seeking a highly motivated and detail-oriented Right of Way / Utility Coordinator to support transportation and infrastructure projects. This position offers the opportunity to work alongside project managers, engineers, utility owners, government agencies, and private landowners to facilitate utility coordination, right-of-way acquisition, easement procurement, and entitlement activities for a variety of transportation projects. The successful candidate will play a key role in helping projects advance efficiently through communication, coordination, research, documentation, and stakeholder engagement.

Your Key Responsibilities
  • Coordinate utility relocation efforts for transportation and infrastructure projects in collaboration with project engineers, utility owners, utility contractors, clients, and regulatory agencies.
  • Demonstrate an advanced understanding of standard engineering drawings, including DOT highway and municipal plans and drawings prepared for private commercial entities.
  • Review project plans and engineering designs to identify potential utility conflicts and develop coordination strategies to support conflict resolution.
  • Communicate project schedules, milestones, and design updates to utility companies and other interested parties.
  • Prepare and review utility coordination documentation, relocation packages, utility relocation estimates, encroachment agreements, and other project records.
  • Support the development of utility construction plans, utility-by-others plans, and utility special provisions in accordance with NCDOT Utility by Others (UBO) standards and requirements.
  • Prepare documents necessary to facilitate right-of-way acquisition claims, rights of entry, damage claim valuations, easements, leases, permits, access rights, and other property rights required for project delivery.
  • Conduct ownership and land rights research using public records, land record databases, and Register of Deeds resources; identify parties with an ownership interest and coordinate requests for title opinions as needed.
  • Research deeds, plats, easements, deed restrictions, rights-of-way, and other encumbrances affecting project development.
  • Perform internal and external due diligence related to right-of-way acquisition, easement procurement, and entitlement activities.
  • Serve as a liaison between clients, landowners, and project teams for the negotiation and acquisition of easement and access rights.
  • Maintain organized project documentation, schedules, correspondence, and status reports for project teams and clients.
  • Attend and facilitate meetings with utility owners, project stakeholders, clients, and regulatory agencies.
  • Utilize GIS platforms, mapping tools, and CAD software, as applicable, to support property research, utility coordination, and project development activities.
  • Coordinate multiple projects simultaneously while meeting project deadlines and schedule commitments.
Education and Experience
  • An associate's degree or technical school diploma/certificate in a related program. Bachelor’s degree in Engineering, Planning, Geography, Land Surveying, Real Estate, Construction Management, or a related field is preferred.
  • Minimum of four years of practical or related work experience in utility coordination, right-of-way acquisition, easement procurement, entitlement services, transportation engineering support, or a related field.
  • Active Real Estate License required.
  • Notary Public designation is preferred; otherwise, the successful candidate must be able to obtain the designation within six months of hire.
  • Advanced knowledge of utility relocation processes, right-of-way procedures, land rights acquisition practices, and NCDOT Utility by Others (UBO) standards and requirements.
  • Experience reviewing utility relocation documentation, encroachment agreements, and project-related legal documents.
  • Working knowledge of property ownership research, title documentation, deeds, plats, easements, and other land records.
  • Experience using GIS applications and mapping tools.
  • Working knowledge of MicroStation and/or AutoCAD is beneficial; experience with Civil 3D or similar CAD software is also preferred.
  • Strong project management, organization, and recordkeeping skills.
  • Excellent verbal and written communication skills with the ability to work effectively with clients, utility owners, public agencies, and private landowners.
  • Ability to manage multiple assignments in a fast-paced environment while maintaining attention to detail.

Pay Transparency

In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
