Inspects and coordinates work performed in the public right-of-way (ROW) under the jurisdiction of the Department of Mobility & Infrastructure (DOMI). This includes work associated with City capital projects, utilities, and new or redevelopment sites.

Department : Mobility & Infrastructure

Salary : $64,171 per year.

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience in right-of-way management, construction, permitting, planning, engineering, surveying, utility management or a related field.
  • EDUCATION/TRAINING: The application must clearly show a high school diploma or GED
  • EQUIVALENCY: Education/training may be substituted for work experience on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is three (3) years.

POSITION DUTIES

  • Inspects work in the roadway, sidewalk, and curb. Verifies compliance with City Code, construction specifications, and permit terms and conditions.
  • Inspects construction work in-progress and upon completion to determine if it meets required contract and plan specifications.
  • Handles or records complaints or conflicts between contractors, general public, etc
  • Responds to 311 service complaints.
  • Issues notices of violation, revokes permits and refers violations to Magistrate’s Court.
  • Appears as witness in Magistrates Court and Common Pleas Court.
  • May be required to be on 24 hour call in case of emergency.
  • May assist in work zone traffic control.
  • May mark city facilities in response to 811 One Call Tickets.
  • Communicates complex and technical ideas with contractors and the general public.
  • Maintains accurate daily logs on projects covering such items as materials used, materials tested and results, equipment, personnel utilized on the job, weather, construction activity, etc.; verifies and documents quantities and materials used.
  • Maintains records, both manually and by computer, and prepares reports and correspondence on activity in the right-of-way.
  • Makes recommendations for minor field adjustments to plans or specifications decisions, as required; enforces the use of city construction specification and may authorize minor variances in response to field condition.
  • Reads construction plans, traffic control plans, surveys and construction specifications.
  • Coordinates with appropriate personnel when projects impact that Department (redirecting traffic flow, coordination of construction schedules).
  • Performs such other related tasks and duties that are assigned or required.
