Job summary

HDR, Inc. is seeking a Right of Way Agent II to support pre-negotiation, due diligence, and acquisition activities for public and private projects across Tennessee.

You will coordinate right-of-way and utility issues, perform property assessments, risk analyses, and relocation planning, and travel to project sites as needed. Ideal candidates have 2+ years in real estate, right-of-way, title, or related fields; strong communication skills; and experience with the Uniform Relocation Act.

Qualifications

• Minimum 2 years of experience in real estate, right-of-way, title, utility coordination, relocation, or property management.
• Ability to work independently and travel as needed across TN.
• Knowledge of federal/state/industry laws and regulations (FHWA, FAA, FTA, FRA, NEPA, FERC, Uniform Relocation Act).
• Experience communicating with clients, property owners and occupants.
• Ability to balance office and field work in a deadline-driven environment.
• Proficiency with MS Office Suite.
• Strong negotiation and presentation skills; flexible hours.
• Coordination with management and teams to meet project timelines.

In the role of Right of Way Agent II, we'll count on you to:

• Provide pre-negotiation project, parcel, property owner and occupant due diligence, negotiations for acquisition of rights and relocation of displaces relative to public or private projects.
• Coordinate right-of-way and utility issues for clients as assigned.
• In conjunction with others, perform activities to support real property projects such as property assessments, risk analysis, acquisition of needed rights, occupant relocation, property management, construction coordination and utility relocation/coordination.
• Travel to various project sites across TN.
• Perform other duties as needed.

Preferred Qualifications

• AA degree or equivalent experience
• Experience abstracting, examining, and reviewing title through courthouse records
• Plan review experience
• Acquisition experience compliant with the Uniform Act
• Residential and Commercial Relocation experience compliant with the Uniform Act
• Property Management experience for a DOT or municipality
• Prequalified with or the ability to become prequalified with TDOT within 3 months of employment
• Database and GIS familiarity
• A Tennessee notary or the ability to obtain within 3 months of employment

Required Qualifications

• A minimum of 2 years of experience in real estate, right-of-way, title, utility coordination, relocation, or property management
• Ability to work independently, communicate and document effectively, handle large volumes of work, and coordinate closely with management availability for travel
• Ability to understand and work in compliance with the federal, state and industry laws, and FHWA, FAA, FTA, FRA, NEPA, FERC and Uniform Relocation Act regulations
• Ability to work confidently with clients, property owners and occupants
• Ability to effectively balance office and field work in a collaborative and deadline-sensitive manner
• Proficiency with MS Office Suite
• Position requires strong communication skills, basic understanding of negotiation and presentation skills, and ability to work flexible hours and effectively with people of all types
• Communicate effectively and coordinate closely with management
