Job description

Join the Dokken Engineering Team

Dokken Engineering is seeking an experienced and motivated Right-of-Way Agent to join our multidisciplinary Right-of-Way team at our Folsom headquarters.

This is an excellent opportunity for a collaborative professional who enjoys working with property owners, public agencies, project managers, engineers, attorneys, appraisers, and other stakeholders to support the successful delivery of public infrastructure projects.

Dokken Engineering provides innovative engineering, environmental, and infrastructure solutions for local, state, and federally funded public projects. Our work includes roadways, bridges, highways, interchanges, bicycle and pedestrian facilities, dams, and other public works projects throughout California.

We are looking for a professional who brings strong communication and negotiation skills, attention to detail, sound judgment, and a commitment to providing exceptional service to our clients and the communities we serve.

What You'll Do

As a Right-of-Way Agent, you will support and manage property acquisition activities associated with public infrastructure projects. Your responsibilities will include:

  • Assist with and manage the acquisition of real property interests for public infrastructure projects.
  • Research and evaluate property ownership, project impacts, and other necessary information to support acquisition activities.
  • Review and evaluate appraisals and other valuation information and assist in determining fair market value.
  • Negotiate property acquisitions with property owners and their representatives in accordance with applicable laws, regulations, and project requirements.
  • Coordinate with property owners, public agencies, attorneys, appraisers, title companies, and other stakeholders to facilitate timely acquisitions.
  • Prepare, review, and interpret right-of-way and real property documents, including agreements, legal descriptions, appraisals, title reports, and related documentation.
  • Maintain accurate and well-organized records of property negotiations, acquisitions, correspondence, and project documentation.
  • Track acquisition activities and support the preparation of project schedules, acquisition budgets, status reports, and other project deliverables.
Required Qualifications
  • Bachelor's degree from an accredited college or university.
  • Valid California Real Estate Salesperson License.
  • Minimum of two (2) years of professional experience specifically involving right-of-way acquisition, including experience evaluating fair market value and negotiating the transfer or acquisition of real property for public infrastructure projects.
  • Valid California Driver's License and a satisfactory driving record.
  • Strong negotiation, communication, interpersonal, organizational, and problem-solving skills.
  • Ability to manage multiple assignments, prioritize competing deadlines, and maintain accurate documentation.
  • Proficiency with Microsoft Office Suite and familiarity with project management or document management systems.
  • Ability and willingness to travel throughout California for property inspections, project meetings, and client or property-owner meetings.
  • Ability to travel overnight periodically or as project needs require.
  • Availability to travel by commercial airline for occasional multi-day client visits, conferences, or business trips.
  • Experience Note: Experience primarily in residential or light commercial real estate sales is not considered equivalent to the required right-of-way acquisition experience. However, candidates with transferable experience and a strong interest in developing a career in right-of-way are encouraged to apply.
Preferred Qualifications
  • Experience with California public works or transportation infrastructure projects.
  • Working knowledge of real estate principles, property valuation, appraisal practices, and eminent domain.
  • Familiarity with Caltrans Right-of-Way policies, procedures, and documentation.
  • Experience working with local, state, or federal public agencies.
  • SR/WA designation or another relevant certification through the International Right of Way Association (IRWA).
