Qualifications

GENERAL DESCRIPTION:

This position within the Wyoming Department of Health (WDH), Division of Healthcare Financing, directly supports the State’s Rural Health Transformation Program (RHTP) funded through federal assistance from the Centers for Medicare & Medicaid Services (CMS). This position works primarily on procurement, contracting, and contract management for the Wyoming Rural Health Transformation Project (RHTP) to help the project stay on schedule and budget. This position handles contracting, contract management, and oversight for assigned service contracts during this complex series of implementations. Contract managers in HCF are often business experts within the organization, and the Contract Specialist brings a focus on procurement, contract negotiation, contract execution, and contract enforcement to support these business leaders. This position will help to provide a unified approach to vendor oversight, change control, contract amendments, contract letters, and the management of contract funds related to the assigned project(s).

This position will be responsible for coordinating, monitoring, and analyzing key aspects of the assigned Rural Health Transformation Project (RHTP) contracts, including enhancements to the contract to ensure compliance with federal and state regulations and availability of enhanced federal matching funds. This includes analysis of business needs, requirements, Request for Proposal (RFP) and Request for Application (RFA) writing, procurement processes and coordination, contracting, contract enforcement, contract changes, and implementation activities related to the Rural Health Transformation Project contracts. This position ensures the availability of necessary supporting systems, state and federal communications, federal reporting and compliance audits, and monitoring contractor performance. This position reports to the Division Contracts Administration and Coordination Manager.

This position is an At-Will Employment Contract and includes State contribution towards a single Health Insurance plan. This position pays for actual hours worked and is limited to 40 hours per week. The hourly rate is not negotiable by the hiring manager.

This position does not include paid vacation time, paid sick time, paid holidays, family health insurance, state retirement contributions, or other benefits. These items are not negotiable by the hiring manager.

ESSENTIAL FUNCTIONS:
  • Writes and/or reviews grants/contracts/RFP/RFI/business cases.

PREFERENCES:

KNOWLEDGE:
  • Ability to troubleshoot complex issues and resolve or make recommendations on solutions. Able to originate ideas, techniques, and programs for solving technical problems or complicated situations.
  • Oral and written communication skills to communicate with a broad range of audiences, including administrators, contractors, attorneys, and staff. Ability to effectively interact with, and present to, all levels of management and technical peers on solutions, architecture, and issues.
  • Ability to learn new and emerging technologies quickly
  • Ability to gather functional and non-functional requirements expeditiously and effectively.
  • Ability to write Requests for Proposals (RFP), Requests for Applications (RFA), and coordinate RFP/RFA evaluation processes and RFP/RFA award processes.
  • Ability to contract for services via state and federal protocols. Knowledge of State contract procurement process.
  • Ability to manage projects.
  • Knowledge of contract management including contract enforcement, contract tracking, financial planning, and payment of invoices.
  • Knowledge of contract negotiation and contract writing, including managing the contracting process from procurement through contract execution.
  • Knowledge and skill in creating amendments and other contract modifications.
