The Department of Revenue in Lincoln, Nebraska seeks a Revenue Section Manager (Open). Qualifications

  • Minimum Qualifications: Bachelor's degree in accounting, finance, business administration, public administration, law, or other related field.
  • Two years of revenue function or tax program experience and two years of experience coordinating, leading, or supervising others in a related field.
  • Progressively responsible experience with Revenue functions or tax programs may be substituted for formal education on a year for year basis.

Responsibilities

  • Manages all activities of Revenue Operations section by setting objectives, policy, priorities, and resources.
  • Develops and recommends new or revised policies, procedures, and guidelines to respond to operational trends.
  • Establishes strategic plans, evaluates performance, and guides direction for the department.
  • Plans, assigns, and directs work activities of employees to attain goals and ensure policy compliance.
  • Trains employees in area responsibilities to maintain performance levels.
  • Represents agency management in dealing with employee relations issues.
  • Storage - manage supplies, equipment, forms, tax stamps, tax records, leases, inventory.
  • Distribution - internal routing, mailings, and large taxpayer mailings.
  • Transportation - vehicle maintenance and records, motor pool leasing.
  • Office Workstations and Furniture - setup, coordination with outside services, inventory.
  • Security and Safety - 24-hour access control, OSHA compliance, evacuations.
  • Printing/Copy Services - use of DAS, print shop, and outside vendors.

This position is a 100% "working in office" position.

This is the top management position in the Special Services section of the Department of Revenue. Responsible for and supervises staff involved in general and specialized office support services in the areas of storage, distribution, transportation, office workstations and furniture, security and safety, office equipment and supplies, and letter processing for the Lincoln office and four regional offices. Receives administrative direction from the Director of Operations and Information Technology; performs related work as required.

Job duties include:
  • Manages all activities of Revenue Operations section by setting/managing function objectives, policy, priorities, and the securing/allocation/coordination of resources (human, financial, and physical) necessary to carry out the goals and objectives mandated by law/regulation or established priorities;
  • Develops and recommends new or revised policies, procedures, and guidelines to respond to operational trends, changes in function needs, objectives, priorities, and to improve the effectiveness of service delivery.
  • Establishes strategic plans, evaluates organizational and individual associate performance relative to plan objectives/goals, and identifies/structures the direction functions should take to provide necessary product or service. May participate as a member of a national, state, or local community organization board or committee.
  • Plans, assigns, and directs the work activities of assigned employees to attain work goals and to ensure consistent application of administrative and program policies, procedures, and standards. Compares work performance of assigned employees with established standards to determine the quality and quantity of the employee's work, to recommend personnel actions such as appointments, promotions, disciplinary actions, grievance dispositions, status changes, and separations to agency management staff, to identify employee training needs, and to improve employee work performance, and enhance career advancement potential.
  • Trains assigned employees in the policies and procedures of assigned area responsibility to maintain and improve the performance levels of employees through exposure to job knowledge and abilities necessary to perform the work in accordance with established performance standards.
  • Represents agency management in dealing with employee relations issues such as grievances, complaints, and other personnel matters.
  • Storage - Office supplies and equipment, forms, tax stamps, tax records, lease arrangements, computerized inventory, retrieval, delivery, and destruction.
  • Distribution - Internal routing, deliveries, general and specialized mailings, including maintenance of mailing databases. Very large mailings to taxpayers.
  • Transportation - Maintenance of vehicles, check out, develop, and maintain records, purchase or leasing for vehicles in motor pool.
  • Office Workstations and Furniture, Equipment, and Supplies - Lease arrangements; design and set up of walls, workstations, and furniture; coordination of all outside services (telephone, janitorial, electrical, etc.); needs assessment; product research and purchasing; repair and maintenance; inventory of over 10,000 items including furniture and equipment.
  • Security and Safety - 24-hour per day controlled electronic access; compliance with IRS and Department regulations; workplace safety including evacuations and ergonomics with a staff.
  • Printing/Copy Services - Use of DAS copy services, print shop, and outside vendors.
Requirements / Qualifications:
  • Minimum Qualifications: Bachelor's degree in accounting, finance, business administration, public administration, law, or other related field, two years of revenue function or tax program experience and two years of experience coordinating, leading, or supervising others in a related field. Progressively responsible experience with Revenue functions or tax programs may be substituted for formal education on a year for year basis.
