The EMS Revenue Cycle & Compliance Specialist is responsible for coordinating and supporting all billing, documentation review, revenue cycle, compliance, and reimbursement activities for Harrison County EMS, Mobile Integrated Health (MIH), Training & Educational Institute (TEI), and Care-A-Van Transportation Services. This position serves as the department's primary revenue cycle and compliance specialist, ensuring patient care reports, supporting documentation, billing records, and regulatory requirements are accurate, complete, compliant, and submitted in a timely manner to maximize reimbursement while maintaining all applicable federal, state, payer, and organizational standards. The EMS Revenue Cycle & Compliance Specialist performs comprehensive reviews of electronic Patient Care Reports (ePCRs), transport documentation, insurance information, physician certifications, patient signatures, medical necessity documentation, and supporting records to ensure each claim is complete prior to submission to the contracted EMS billing vendor. The position works closely with field personnel, leadership, hospital departments, billing vendors, finance, and administrative staff to improve documentation quality, reduce claim denials, increase reimbursement, maintain regulatory compliance, and strengthen the overall revenue cycle. This position supports billing and reimbursement activities for EMS, Mobile Integrated Health (MIH), Training & Educational Institute (TEI), and Care-A-Van while assisting with quality improvement initiatives, compliance monitoring, financial reporting, grant reporting, reimbursement analysis, and identifying opportunities to improve departmental revenue.

• Certified Ambulance Compliance Officer (CACO®) (Required within one (1) year of hire.)

• Certified Ambulance Privacy Officer (CAPO®) (Required within one (2) years of hire.)
• Other organizational and regulatory training as required.

Required Minimum Knowledge, Skills and Abilities

• Knowledge of EMS documentation standards and electronic Patient Care Reports (ePCRs).
• Knowledge of EMS revenue cycle management, billing processes, and healthcare reimbursement methodologies.
• Understanding of medical terminology and clinical documentation requirements.
• Ability to interpret patient care documentation for billing and compliance purposes.
• Knowledge of HIPAA, healthcare privacy regulations, and documentation compliance.
• Strong analytical, organizational, and problem-solving skills.
• Excellent attention to detail and accuracy.
• Ability to identify documentation deficiencies and implement corrective actions.
• Ability to prepare financial, reimbursement, and operational reports.
• Proficiency in Microsoft Office applications and electronic reporting systems.
• Experience using EMS electronic patient care recording software such as ESO or similar systems.
• Ability to communicate professionally with EMS personnel, leadership, hospital staff, billing vendors, and external agencies.
• Ability to maintain confidential information and exercise sound professional judgment.
• Ability to manage multiple priorities while meeting deadlines.

Preferred Qualifications

• Associate's or Bachelor's degree in Healthcare Administration, Health Information Management, Business Administration, Emergency Medical Services, Finance, Accounting, or a related field.
• Previous experience in ambulance billing, EMS revenue cycle management, healthcare reimbursement, or medical billing.
• Previous experience with EMS electronic patient care reporting (ePCR) systems, including ESO or similar software.
• Experience working with third-party ambulance billing vendors.
• Experience in quality improvement, documentation review, compliance auditing, or regulatory compliance.
• Knowledge of Medicare, Medicaid, commercial payer regulations, ambulance reimbursement methodologies, and revenue cycle management.
• Previous experience in EMS operations, healthcare administration, or hospitalbased ambulance services.
