Job Description

The Resource Manager is responsible for planning, allocating, and optimizing technical and functional resources across professional services, programs, and operational initiatives. This role ensures that the right resources with the appropriate skills are assigned to the right work at the right time while balancing organizational priorities, associate development, utilization, and delivery commitments.

The Resource Manager partners closely with delivery leaders, project and program managers, technology teams, and business stakeholders to forecast resource demand, identify capacity constraints, address skill gaps, and support successful execution of Professional Services initiatives.

Key Responsibilities
Resource Planning & Allocation
  • Manage resource assignments across projects, programs, and operational initiatives.
  • Match resource skills, experience, availability, and career objectives with project requirements.
  • Maintain visibility into current and future resource capacity, utilization, and availability.
  • Coordinate resource transitions between projects and minimize unplanned bench time or over-allocation.
  • Resolve resource conflicts in partnership with project, program, and functional leaders.
  • Support prioritization decisions when resource demand exceeds available capacity.
Capacity & Demand Management
  • Partner with leadership and delivery teams to develop short- and long-term resource forecasts.
  • Analyze project pipelines, staffing requirements, and anticipated demand by role and skill set.
  • Identify capacity shortages, skill gaps, and potential delivery risks early.
  • Recommend hiring, contractor, cross-training, or redeployment strategies based on forecasted needs.
  • Develop and maintain resource plans that align workforce capacity with business priorities.
Workforce & Talent Management
  • Develop a strong understanding of team members' technical capabilities, healthcare domain expertise, certifications, experience, and professional interests.
  • Partner with managers and employees to identify development opportunities that strengthen organizational capabilities.
  • Support succession planning and development of critical skills.
  • Identify opportunities for cross-training and knowledge transfer.
  • Promote balanced workloads and sustainable resource utilization.
Delivery Support
  • Support staffing across all projects, initiatives and managed services contracts.
  • Consider healthcare-specific knowledge when making assignments, including experience with clinical and administrative workflows, healthcare data, interoperability, privacy, and regulatory requirements.
  • Partner with delivery leadership to ensure resource plans support project timelines, milestones, and service commitments.
  • Escalate resource-related risks that could affect project delivery, quality, or customer commitments.
Resource Reporting & Analytics
  • Develop and maintain resource management dashboards, reports, and staffing forecasts.
  • Monitor key metrics such as utilization, capacity, demand, vacancies, contractor usage, allocation, and forecast accuracy.
  • Analyze resource trends and provide actionable recommendations to leadership.
  • Maintain accurate resource information within applicable workforce, project portfolio management, or resource management systems.
Stakeholder Management
  • Build effective working relationships with project managers, program managers, technology leaders, business leaders, HR, Talent Acquisition, and Finance.
  • Facilitate regular resource planning and staffing discussions.
  • Communicate staffing decisions, constraints, risks, and tradeoffs clearly to stakeholders.
  • Serve as a central point of coordination for resource requests and allocation decisions.
Qualifications
Required
  • Bachelor's degree in Information Technology, Healthcare Administration, Business, Human Resources, Project Management, or a related field, or equivalent professional experience.
  • 5+ years of experience in resource management, workforce planning, project/program management, IT delivery, or a related discipline.
  • Experience working within healthcare IT, healthcare technology, or a comparable complex technology environment.
  • Demonstrated experience managing resource capacity, demand, utilization, and staffing forecasts.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage competing priorities and negotiate resource assignments across multiple stakeholders.
  • Strong written, verbal, and interpersonal communication skills.
  • Proficiency with resource planning, project management, reporting, and collaboration tools.
Preferred
  • Experience supporting large-scale healthcare IT programs or technology portfolios.
  • Familiarity with healthcare platforms and technologies such as EHR/EMR systems, interoperability solutions, healthcare data platforms, cloud technologies, or enterprise applications.
  • Understanding of healthcare privacy, security, and regulatory requirements, including HIPAA.
  • Experience with Agile, Scrum, Waterfall, or hybrid delivery methodologies.
  • RMCP, PMP, PMI-RMP, CSM, SAFe, ITIL, or related certification.
  • Experience with workforce analytics, financial planning, vendor management, or contractor management.
