Description/Job Summary

Lindahl Reed Inc. is seeking a full-time Energy Efficiency Professional / Energy Engineer to serve as a Resource Efficiency Manager (REM) Level III supporting Joint Region Marianas (JRM), Naval Base Guam, and Marine Corps Base Camp Blaz in Guam.

The selected candidate will work closely with installation leadership, facility personnel, and government stakeholders to provide comprehensive energy-management services. This position will serve as a primary technical resource for identifying energy-conservation opportunities and developing and implementing projects that reduce energy consumption and demand, lower operating costs, and improve facility resilience, reliability, and sustainability.

The successful candidate will bring strong technical expertise in energy management, facility systems, building controls, renewable energy, and energy-resilience technologies.

Position Responsibilities

Primary responsibilities will focus on energy-management program support, including:

  • Conduct facility walkthroughs and energy audits to identify energy- and water-conservation opportunities.
  • Work with facility teams to identify energy-efficient solutions to facility issues and operational challenges.
  • Conduct design reviews to ensure optimal energy efficiency and alignment with applicable federal and Navy standards.
  • Provide installation-wide support for renovations, repairs, and new construction to ensure energy-efficiency and water-conservation measures are incorporated.
  • Assist with the identification, development, and review of Energy Performance Contracts.
  • Provide measurement and verification support.
  • Assist with development of Energy Resilience and Conservation Investment Program (ERCIP) projects.
  • Identify and develop energy- and water-efficiency improvements across a variety of facility types.
  • Develop engineering calculations to justify energy projects and estimate potential savings.
  • Perform life-cycle cost analyses (LCCA).
  • Analyze and develop distributed-generation and renewable-energy projects.
  • Provide technical expertise related to building control systems, microgrids, battery energy storage systems, and renewable-energy systems.
  • Provide energy-management training and technical support to client personnel.
  • Collect, analyze, and report utility-usage and cost data.
  • Evaluate utility procurement and operating strategies for potential cost reductions.
Qualifications, Skills, and Experience:
  • Candidates must possess one of the following combinations of education and experience:
    • A four-year engineering degree (preferably in mechanical or electrical engineering) and/or a registered Professional Engineer registration with a minimum of 9 years of experience in energy management.
    • An Environmental Science, business or related degree with a minimum of 12 years of experience in energy management.
    • A two-year technical degree with a minimum of 15 years of experience in energy management.
    • No degree with a minimum of 18 years of experience in energy management.
  • Background in energy management and experience with onsite energy generation, energy storage, and microgrid projects as well as alternative financing contract vehicles.

The REM Level III must demonstrate expert knowledge and proficiency in applicable energy-management technical disciplines and meet one of the following education and experience combinations:

  • Four-year technical or engineering degree, preferably mechanical or electrical engineering, and/or PE registration, with at least 9 years of energy-management experience; or
  • Science, business, or related degree with at least 12 years of energy-management experience; or
  • Two-year technical degree with at least 15 years of energy-management experience; or
  • No degree with at least 18 years of energy-management experience.
Certifications

Candidates must hold one of the following certifications:

  • Certified Energy Manager (CEM)
  • Professional Engineer (PE)

Candidates who do not currently hold one of these credentials must be able to obtain the required certification and provide evidence of certification within one year of hire.

Additional Requirements
  • Ability to obtain and maintain a U.S. federal contractor security clearance.
  • Proficient computer skills, including Microsoft Excel, Microsoft Teams, and database applications.
  • Strong analytical, organizational, interpersonal, written, and verbal communication skills.
Preferred Qualifications
  • Strong HVAC background.
  • Energy Auditing & Facility Energy Management: Experience with conducting energy audits and managing facility energy programs.
  • Design Reviews: Experience conducting technical and engineering design reviews.
  • Energy-Efficiency & Renewable-Energy Projects: Experience developing and implementing energy-efficiency and renewable-energy projects.
  • Life-Cycle Cost Analysis: Experience performing life-cycle cost analyses to evaluate energy and infrastructure investments.
  • Direct Digital Controls & Building Automation: Experience with direct digital controls (DDC) and building automation systems (BAS).
  • Retro-Commissioning & System Optimization: Experience with retro-commissioning and optimizing building systems for improved performance and energy efficiency.
  • Facility Management & Operations: Experience supporting facility management, maintenance, and day-to-day operations.
  • Utility Information Systems & Metering: Knowledge and experience with utility information systems, energy-management technologies, and metering systems.
  • Federal Facilities: Experience working at federal facilities, particularly U.S. Navy and Marine Corps installations.
  • Microgrids & Distributed Energy Resources: Experience with microgrids, battery energy storage systems (BESS), distributed generation, and renewable-energy systems.
Physical Requirements

The physical demands described below represent those that must be met to successfully perform the essential functions of the position. Reasonable accommodations may be made for individuals with disabilities.

  • Ability to exert up to 20 pounds of force occasionally and up to 10 pounds frequently.
  • Ability to safely walk approximately 2–3 miles over several hours while conducting facility assessments.
  • Ability to climb stairs and ladders and access roofs, basements, mechanical rooms, and other facility areas.
  • Ability to safely operate a vehicle while traveling between local sites.

This position requires regular work in an office environment as well as walking and driving to facilities throughout Joint Region Marianas, Naval Base Guam, and Marine Corps Base Camp Blaz.

The employee must be able to work safely in Guam's year-round outdoor climate and may periodically be required to climb ladders, access roofs, and enter narrow mechanical rooms.

Schedule and Location
  • Schedule: 40 hours per week, Monday–Friday
  • Hours: Normal government core duty hours, generally 9:00 a.m.–3:00 p.m., with two additional hours scheduled before or after core hours based on local office practice or client approval
  • Location: On-site office at a U.S. Navy installation in Guam
  • Travel: Local travel throughout Guam and annual travel to U.S. states for training
  • Work Arrangement: On-site; arrangement subject to review and may change at the company's discretion
