Tetra Tech is looking for a full-time Energy Efficiency Professional/Energy Engineer to serve as a Resource Efficiency Manager (REM) Level III on site at Joint Region Marianas (JRM), Naval Base Guam and Marine Corps Base Camp Blaz in Guam.
Position Summary
The selected candidate will:

• Work as a member of the Tetra Tech Energy Team to provide comprehensive energy management services to support the Region and Installation Energy Managers of Naval Base Guam and Marine Corps Base Camp Blaz, Guam.
• Serve as the primary resource for facility energy needs to identify energy conservation opportunities and facilitate the implementation of projects, initiatives, and programs aimed at reducing energy consumption and demand, saving costs, and promoting environmental sustainability.
• Assist the installation in the development and implementation of their energy management program focused on identification of energy projects targeting security, resiliency, reliability and efficiency.
• Provide subject matter expertise on building control systems, microgrids, battery energy storage systems and renewable energy systems.
• Work collaboratively with both the customer and Tetra Tech, acting as an on-site agent to drive energy and cost savings while achieving federal and Navy objectives.

Essential Job Functions
The following duties are considered essential to the role. Reasonable accommodation may be made to enable individuals with disabilities to perform these essential functions. Primary duties will focus on energy management, including energy program management services to include:

• Walk facilities to perform energy audits and identify conservation opportunities.
• Work with the client facility team to identify energy-efficient solutions to facility issues and challenges.
• Conduct design reviews to ensure optimal energy efficiency in alignment with federal and Navy standards.
• Provide installation-wide support for facility projects to ensure energy efficiency and water conservation measures are incorporated into renovations, repairs, and new construction.
• Assist with the identification, development, and review of Energy Performance Contracts. Provide measurement and verification support.
• Assist with development of Energy Resilience and Conservation Investment Program (ERCIP) projects.
• Identify and develop energy- and water-efficiency improvements across facility types.
• Justify energy projects with engineering calculations to prove estimated savings and perform life-cycle cost analyses (LCCA). Analyze and develop distributed generation and renewable energy projects.
• Provide energy training and support to client staff.
• Collect, analyze, and report utility usage and cost data; provide insight on utility procurement strategies to reduce costs.
• Recommend improvements to operations and maintenance practices that reduce costs, reduce energy and water usage, and improve overall facility.
• Prepare technical writing for energy audits and other reports.
• Work independently and collaboratively with the client, the other local Tetra Tech REM, and the greater Tetra Tech REM program.

Required Qualifications

• Degree and Years of Experience: REM III must have expert knowledge and proficiency in the REM technical skill areas and meet one of these education/experience combinations:
• 4-year technical/engineering degree (preferably mechanical or electrical engineering) and/or PE registration, with at least 9 years of experience in energy management; or
• Science, business, or related degree with at least 12 years of experience in energy management; or
• 2-year technical degree with at least 15 years of experience in energy management; or
• No degree with at least 18 years of experience in energy management.
• Certifications: REM must either be a Certified Energy Manager (CEM), Certified Energy Auditor (CEA), or Professional Engineer, or complete the certification and provide evidence of certification within one year of being hired.
• Security Clearances: Able to obtain and maintain US federal contractor security clearance. U.S. citizenship required.
• Knowledge, skills, experience:
• Proficient computer skills, including the use of spreadsheets, especially MS Excel, MS Teams, and other database applications.

Preferred Qualifications

• Strong HVAC background and experience with design reviews, energy auditing, project development, renewable energy, life-cycle cost analysis, direct digital controls, retro-commissioning, building/system optimization, and facility management
• Knowledge of utility information systems, energy management technologies, and metering
• Excellent verbal and written communication skills
• Excellent analytical, interpersonal, and presentation skills
• Excellent problem-solving skills and ability to produce results
• Ability to produce technically correct finished work, including technical reports, white papers, metrics, and briefs
• Previous experience working at Federal facilities, especially with the Navy or Marines, is a plus

Physical Requirements

• Exert up to 20 lbs. of force occasionally, up to 10 lbs. of force frequently
• Safely walk 2 to 3 miles in a few hours around a site climbing stairs and ladders to access roofs, basements, and mechanical rooms.
• Safely drive to local sites.

Work Environment/Environmental Factors

• This position requires regular work in an office environment, as well as walking or driving to facilities on JRM, Naval Base Guam, and Marine Corps Base Camp Blaz, Guam.
• You need to be able to perform work safely in the Guam climates year-round outdoors.
• You may be required to climb ladders and access roofs and narrow mechanical rooms.

Additional Information

• Work schedule (days, hours): 40 hours a week, Monday-Friday, during normal government core duty hours (9:00am-3:00pm) with two additional hours split before or after but based on local office practice or as approved by the client

• Work location (office, remote or hybrid): office at Navy base in Guam
• Travel requirements: Local travel in Guam; travel to U.S. states annually for training
