Job summary

City of Phoenix's Planning and Development Department seeks a General Inspections Supervisor to lead the Residential Inspections team. The role oversees General Inspectors, ensures compliance with building, electrical, mechanical, plumbing, and zoning codes, and provides guidance on code interpretation.

The ideal candidate will have deep knowledge of IBC, IRC, IPC, IMC, NEC codes, strong communication, and experience leading training programs. Proficiency in Microsoft Office is required.

About This Position

The Planning and Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built, and ensuring safe construction of buildings and infrastructure. It is a city department of over 500 employees across four main Divisions: Management Services, Planning, Historic Preservation, and Development.

PDD is looking for a General Inspections Supervisor to join their team as the supervisor for a Residential Inspections team.

The Inspection Supervisor oversees and reviews the work of General Inspectors as they conduct residential construction inspections to ensure compliance with City building, electrical, mechanical, plumbing, and zoning requirements. They will provide guidance on code interpretation, offer second opinion reviews for the public, and help resolve conflicts between inspectors and customers. This position ensures consistency across the inspection zone, monitors inspector workload and efficiency, leads code and process training, and manages on-the-job training for General Inspector I and IIs and Building Code Examiners. Additionally, this position participates in department committee work, occasionally serving as the lead.

IDEAL CANDIDATE
  • Knowledge of International Building Code (IBC), International Residential Code (IRC), International Plumbing Code (IPC), International Mechanical Code (IMC), and National Electrical Code (NEC) Construction Codes.
  • Ability to work collaboratively across departments to support development projects.
  • Proven ability to lead projects effectively and facilitate production.
  • Excellent written, verbal, and presentation communication skills, with the ability to communicate with diverse stakeholders.
  • Advance proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
SALARY

Pay Range: $86,153.60 to $121,243.20 annually.

Hiring Range: $86,153.60 to $109,969.60 annually.

Minimum Qualifications
  • Two years of experience inspecting all aspects of complex residential construction projects for compliance with the City's building, electrical, mechanical, plumbing and zoning requirements (two years at the level of General Inspector II).
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • By the end of the probation or within the first 12 months of a lateral transfer, must obtain two certifications:
    • ICC Residential Plans Examiner (R3)
    • AND
    • One of the following certifications:
      • ICC Residential Energy Inspector/Plans Examiner (79)
      • ICC Residential Building Inspector (B1)
      • ICC Residential Electrical Inspector (E1)
      • ICC Residential Mechanical Inspector (M1)
      • ICC Residential Plumbing Inspector (P1)
      • IAEI Electrical Inspector/General
      • IAPMO UPC Residential and Commercial Plumbing Inspector (PI)
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications
  • Five or more years of Residential construction experience.
  • Two years of supervisory experience as a Construction Superintendent, Foreman, or Contractor.
  • Experience providing training to General Inspectors or Residential Plans Examiners.
  • Experience supervising Residential Inspectors.
  • Experience using KIVA and/or Shape PHX programs.
  • Conflict resolution and/or medication experience.
  • Completed college courses in construction inspection technology, architecture, civil/structural/electrical/mechanical engineering, or related subjects.
