Job summary

The Lemoine Company is seeking an experienced Recovery Superintendent to manage and control assigned CDBG-DR projects, oversee field operations, site safety, productivity, and coordination with trade contractors and suppliers. Qualifications

• 5+ years in a construction supervisory role, with at least 2 years on CDBG-funded projects.
• Knowledge of HUD CDBG-DR regulations and reporting requirements.
• Strong project management, customer service, and conflict resolution skills.
• Willingness to travel extensively to disaster-affected sites.

Responsibilities

• Oversee all aspects of CDBG-DR projects, including scheduling manpower, procurement, permits, and HUD compliance.
• Conduct detailed residential inspections to establish scopes of work and verify compliance.
• Inspect all home areas (interior, exterior, crawlspaces, attics, roofs) for quality and conformance.
• Serve as primary contact for subcontractors, guiding contracts and resolving issues.
• Ensure on-time, on-budget completion per the QA/QC plan with progress reports.
• Enforce LIFE Safe Work Practices to maintain a safe work environment.
• Track production rates, milestones, and resources; communicate with stakeholders.
• Mitigate risks and coordinate with homeowners and program administrators.
