Costich Engineering is seeking an experienced, detail-oriented Resident Project Representative to provide field observation, construction documentation, and coordination for transportation and municipal infrastructure projects throughout Western New York. This on-site role supports a significant roadway program alongside municipalities, contractors, utilities, and our project team.

Responsibilities

Costich Engineering is seeking an experienced, detail-oriented Resident Project Representative to provide field observation, construction documentation, and coordination for transportation and municipal infrastructure projects throughout Western New York. This role comes with an immediate opportunity to support a significant roadway and infrastructure improvement program, serving as Costich's on-site representative and working alongside municipalities, contractors, utilities, and our project management and design team.

Job Type: Full-time

Schedule: 8 Hour Shift ( Day shift – Monday to Friday) with o vertime

Experience: 3 to 5 years (Required)

Education: Associate’s degree in Civil Engineering Technology, Construction Management, Surveying, or related field (or significant relevant construction inspection experience) (Required)

Work Location: Office & Multiple locations (Active construction sites)

Salary Range: $75,000 to $100,000 (Commensurate with experience, qualifications, and certifications)

KEY RESPONSIBILITIES:

Construction Observation & Inspection

• Provide on-site representation during roadway, utility, drainage, pedestrian, and site infrastructure construction
• Observe contractor operations for general conformance with plans, specifications, permits, and approved submittals
• Monitor excavation, subgrade, paving, curbing, sidewalks, drainage, utilities, grading, and restoration
• Coordinate and witness material sampling, testing, and specialty inspections
• Verify installed quantities and measurements for contractor payment
• Maintain photographic documentation of progress, concealed work, and differing field conditions

Documentation & Contract Administration

• Prepare detailed daily construction reports and field diaries
• Document and track extra work, force account work, field changes, and potential change orders
• Assist with review of contractor payment applications and change order documentation
• Maintain construction records in accordance with Owner, funding agency, and project requirements
• Review plans, specifications, shop drawings, RFIs, and submittals relevant to field activities

Field Coordination & Communication

• Serve as the day-to-day field liaison among Costich, the Owner, contractors, municipalities, utilities, and testing agencies
• Participate in preconstruction and progress meetings
• Communicate RFIs, field questions, conflicts, and constructability issues to the project team early
• Maintain productive relationships with businesses, property owners, and stakeholders affected by construction

Traffic, Environmental & Regulatory Compliance

• Observe Maintenance and Protection of Traffic (MPT), pedestrian accommodations, and work zone controls
• Monitor erosion and sediment controls and other environmental protection measures
• Document apparent noncompliance with stormwater, drainage, utility, roadway, and environmental permits
• Observe and report safety concerns (construction means, methods, and site safety remain the Contractor’s responsibility)

Project Closeout

• Participate in substantial completion and final inspections
• Track punch list items and verify corrective work
• Maintain field information to support record drawings
• Assist with final quantity reconciliation, closeout documentation, and Owner/agency acceptance

QUALIFICATIONS:

Required

• 3 to 5 years of progressive construction inspection, construction administration, or resident project representation experience, preferably in roadway and municipal infrastructure
• Knowledge of roadway construction, grading, drainage, underground utilities, asphalt, concrete, and site construction practices
• Ability to read and interpret engineering plans, specifications, contract documents, and construction schedules
• Experience preparing daily construction reports and maintaining quantity/payment records
• Strong written and verbal communication skills; able to work independently in the field
• Valid driver’s license and ability to travel to sites throughout Western New York
• Proficiency with Microsoft Office and electronic construction documentation

Preferred

• NYSDOT, county, or municipal roadway construction inspection experience
• NICET certification in Transportation Construction Inspection or related discipline
• Experience with state or federally funded transportation and infrastructure projects
• Familiarity with NYSDOT Standard Specifications and documentation requirements
• OSHA 10-Hour or 30-Hour Construction certification
• Asphalt, concrete, soils, or materials testing certifications

Physical & Work Requirements

• Primarily field-based, with regular presence at active construction sites
• Outdoor work throughout the construction season in varying weather conditions
• Frequent walking and standing on uneven terrain and active roadways
• Ability to safely navigate excavations, slopes, and typical construction site conditions
• Ability to occasionally lift and carry up to approximately 40 pounds
• Occasional early morning, evening, or extended hours based on paving schedules, utility shutdowns, and contractor operations
