Job summary

PMCS Group, Inc. is staffing an on-call Caltrans District 7 contract for roadway construction services in Los Angeles and Ventura Counties. We seek a California-registered Civil Engineer to serve as Consultant Resident Engineer, administering the construction contract and leading inspectors, testers, and office staff.

You will manage safety, schedule, environmental compliance, and closeout, coordinating with Caltrans and the prime contractor to ensure project success.

Qualifications

• Registered Civil Engineer licensed in California and in good standing with the Board for Professional Engineers, Land Surveyors, and Geologists.
• Minimum six (6) years leading construction management of roadway or highway projects.
• Experience as Resident Engineer administering construction contracts.
• Knowledge of Caltrans Standard Specifications, Construction Manual, and CEM documentation.
• Experience reviewing CPM schedules and maintaining organized project files for record tracking.
• Familiarity with California prevailing wage requirements and DBE/DVBE monitoring.
• Experience with project partnering, coordination meetings, and quality control procedures.
• Knowledge of safety requirements in hazardous environments.

Responsibilities

• Administer the roadway construction contract day to day, interpreting complex specifications and documenting work on Caltrans CEM forms.
• Direct inspectors, materials testers, and office personnel; set testing priorities and brief weekly.
• Own safety and traffic control plan; monitor safety program and file weekly reviews.
• Review CPM schedule, provide time impact analyses, and prepare daily/weekly reports and correspondence.
• Track expenditures, forecast costs, and administer change orders and force account work.
• Respond to RFIs and potential claim records; facilitate Dispute Resolution Board meetings.
• Monitor environmental commitments through ECR; administer SWPPP/WPCP compliance and BMPs.
• Administer labor compliance, EEO, and DBE/DVBE requirements at the project level.
• Coordinate utility relocations and surveys; perform minor surveying with GPS.
• Facilitate final inspection and contract acceptance; deliver as-built plans within 30 days.
