Job summary

University of Maryland, Baltimore is seeking a senior research administration leader to oversee grants and contracts management, including pre-award and post-award activities. You will drive policy, budgeting, and strategic planning to maximize sponsored program funding.

Role requires a strong background in research administration, with a Bachelor's degree and typically 6+ years of experience; CRA/CPA preferred.

SCOPE OF ROLE


  • Accomplishes responsibilities by primarily (>50%) performingsignificant managerial functions within area of responsibility.Possess subject matter expertise in a professional discipline.Achieves objectives through coordinated efforts of others,typically by managing recruitment, engagement, performance, anddevelopment of employees. Develops, implements, and manages goalsand objectives. Participates in strategic planning. Determines andenforces processes, practices, and/or policies. Manages operations,workflow, projects, and/or systems that have strategic impact.Accountable for operational and/or financial resources. Responsiblefor compliance with relevant policies, procedures, and expectationsto support institutional, School or Unit goals.

  • Manages the daily operations, typically, of a work unit(group(s) or team(s) of staff who perform similar type work) orfunction (division(s), program(s), or specialized unit(s) within a department). Develops and achieves broadly stated goals andobjectives in alignment with defined strategy. Primarilyresponsible for overall execution of results. Wide latitude to makemanagerial decisions within area of responsibility. Recommendsfinancial, personnel, and significant strategic decisions for uppersenior professional approval.



PRIMARY DUTIES


  • Provide expert direction for unit and/or team of researchadministration staff by balancing pre-award proposals applicationand/or submissions and administration of multiple post awardactivities are executed. Responsible for contracts and grantsadministration and maximizing funds available to conduct research.Ensure department grants and contracts comply with all federal andstate legal requirements and UMB policies prior to review by theOffice of Research & Development.

  • Develop and implement policy statements and annual projectplans. Provide direction for operational aspects of contracts andgrant management business operation matters. Assist in thedevelopment of the departments research strategic plan inaccordance with UMB priorities. Provides PI and management withad-hoc reports in support of strategic plan.

  • Manage the preparation and review of grant and contract budgetsand applications. Finalize documents for submission.

  • Validate proposal error or warnings. Knowledgeable in allfunding mechanisms. Provide guidance on staffing and budgetaryrequirements.

  • Review, interpret, communicate, and ensure sponsor guidelinesare in compliance and eligibility information is defined withinproposals. Interact directly with designation sponsorrepresentatives to clarify ambiguous terms and conditions, and torequest supplemental funding, no cost extensions, and otheradministrative requests.

  • Manage all grants submitted including tracking individualfaculty grant histories, success rates by agency, and providingfaculty with historical perspectives. Review purchase orderrequests on equipment and large supply orders to ensure fundingavailable and policies are followed. Administer lifecycle researchadministration budget from initiation through closeout and allresults are completed and submitted to sponsor timely.

  • Manage all financial transactions, documentation, and subawards. Ensure PI maintain proper spending of all research funding.Investigate outstanding payments from deliverable project. Performclose out audit to ensure all payment have been received in linewith the cost analysis.

  • Identify issues and independently resolve and assist others inissue resolution as needed. Anticipate roadblocks and able toindependently resolve.

  • Develop criteria for review of grant and contract applications.Review and interpret funding guidelines and regulations and advisesfaculty as to policies and procedures of those agencies. Identifyfuture funding opportunities and work with PI to identifycomponents.

  • Develops timeline to meet submission deadlines and checklist ofrequired documents and adjusts timeline to adapt to change.Recommend overall adjustments in effort allocation and spendingacross investigator portfolio.

  • Consult with PI to translate program requirements into contractterms. Identify, develop, and ensure contract requirements containquantifiable specification and measurable performance criteria.Validate the performance criteria will meet the requirements.

  • Develop safeguards to ensure the integrity of grantadministration or contracts and protects the University fromfinancial losses. Ensure sub awards are in compliance with termsand conditions of the award.

  • Provide direction in definition of partnership. Establishreview criteria to understand if partnership is a vendor vs.subcontract.

  • Interpret data for the purpose of determining past financialperformance to develop and prepare financial reports for financialanalysis, forecasting, and trending. Devise financial reportingtools and reports.

  • Model and train staff on the consultative approach to problemsolving and negotiation with internal and external constituents toachieve units goals.

  • Performs other duties as assigned.



Qualifications :

MINIMUM QUALIFICATIONS


  • Education : Bachelor's degree. Master's degreepreferred

  • Experience : Six (6) years progressively building researchadministrative background with at least 4 years in full life-cycleresearch administration

  • Supervisory Experience : One (1) year of work coordinationor training of others preferred.

  • Certification/Licensure : Certified Research Administrator(CRA) or Certified Public Accountant (CPA) preferred.

  • Other : Financial disclosure reporting required by State ofMaryland Ethics Commission.



Completion of a 12-credit Research Administration graduatecertificate program can be considered for the equivalent of one (1)year of relevant research administration work experience.



Except for qualifications established by law, additional relatedexperience and formal education in which one has gained theknowledge, skills, and abilities required for full performance ofthe work of the job class may be substituted for the education orexperience requirement on a year-for-year basis with 30undergraduate college credits being equivalent to one year ofrelated experience. In instances where specific education and/orexperience is required only directly related education and/orexperience may be substituted.

Hiring Range:

$ 101,500 - $116,000, Commensurate witheducation and experience
