Socket.dev is seeking a seasoned Requirements Engineer / Business Analyst in Maryland to lead requirements elicitation, analysis, and governance for complex enterprise IT initiatives. You will translate stakeholder needs into clear, testable requirements and maintain end-to-end traceability across design, development, testing, and operations.

Qualifications

  • 12+ years of experience in business analysis, requirements engineering, or enterprise architecture support.

  • Experience with requirements traceability across architecture, design, development, testing, and operations.

Responsibilities

Program Description: This program requires enterprise architecture, technology modernization, project management, and systems integration support for a complex enterprise information technology environment. The program focuses on assessing, designing, implementing, governing, and continuously improving enterprise technology capabilities to ensure they align with organizational objectives, operational requirements, security standards, and evolving business needs.

The effort includes enterprise architecture development, technology assessments, modernization planning, project delivery oversight, governance support, requirements management, and strategic technology planning. Services encompass the development of current-state and future-state architectures, technology roadmaps, architecture governance processes, system lifecycle management, requirements traceability, risk management, performance monitoring, and solution delivery oversight. The program supports the successful planning, implementation, operation, and continuous improvement of mission-critical enterprise systems while promoting scalability, interoperability, security, resilience, and long-term operational sustainability.

Position Description: The Requirements Engineer / Business Analyst leads the elicitation, analysis, documentation, validation, and lifecycle management of business, functional, technical, operational, security, and performance requirements for complex enterprise technology initiatives. The role translates stakeholder needs into clear, testable requirements;maintainstraceability from businessobjectivesthrough design, development, testing, implementation, and operations;facilitatesreviews and working sessions; evaluates changes and dependencies; and produces the analytical and governance artifacts needed for successful solution delivery.

The Requirements Engineer / Business Analyst serves as a key analytical and advisory resource supporting enterprise architecture, technology governance, engineering working groups, and modernization initiatives. The individual evaluates business and mission needs, assesses current-state capabilities, facilitates solution analysis, supports Analysis of Alternatives (AoA), develops business and technical recommendations, and helps stakeholders make informed decisions regarding enterprise technologies, infrastructure, services, and modernization investments. The role bridges business, operational, architectural, and engineering perspectives to enable successful planning and execution of enterprise initiatives.

Responsibilities
  • Lead stakeholder engagement activities including interviews, workshops, working groups, and requirements elicitation sessions.
  • Analyze mission, business, operational, and technical needs to identify capability gaps, improvement opportunities, modernization requirements, and solution alternatives.
  • Develop and maintain business, functional, technical, operational, security, data, and performance requirements and supporting artifacts.
  • Translate stakeholder objectives into requirements, use cases, process models, data flows, acceptance criteria, and solution recommendations.
  • Support Analysis of Alternatives (AoA), technology assessments, trade studies, capability assessments, and modernization planning activities.
  • Establish and maintain traceability between business objectives, requirements, architecture decisions, implementation activities, testing, and operational outcomes.
  • Assess proposed changes for impacts to scope, architecture, infrastructure, security, operations, cost, schedule, risk, and technical baselines.
  • Facilitate architecture, engineering, governance, and technical review activities while documenting decisions, recommendations, actions, and approvals.
  • Collaborate with business stakeholders, architects, engineers, operations teams, project managers, cybersecurity personnel, and vendors throughout the solution lifecycle.
  • Produce executive-level analyses, recommendations, decision papers, briefing materials, and governance artifacts that support enterprise decision-making.
  • 12+ years of experience in business analysis, requirements engineering, systems analysis, systems engineering, enterprise architecture support, or technology modernization initiatives.
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Information Systems, Business, or a related field.
  • Experience evaluating business, operational, and technical requirements within complex enterprise information technology environments.
  • Experience conducting capability assessments, gap analyses, trade studies, Analysis of Alternatives (AoA), or solution evaluations.
  • Experience developing and managing functional, nonfunctional, operational, security, and infrastructure requirements.
  • Experience establishing and maintaining requirements traceability across architecture, design, development, testing, implementation, and operations.
  • Knowledge of systems engineering principles including requirements decomposition, functional analysis, lifecycle management, verification, and validation.
  • Experience facilitating stakeholder workshops, technical working groups, architecture discussions, and governance reviews.
  • Strong understanding of enterprise information systems, infrastructure services, cloud platforms, networking, cybersecurity, and application ecosystems.
  • Experience supporting enterprise technology environments delivering infrastructure, cloud, platform, hosting, or managed services.
  • Working knowledge of one or more enterprise technology ecosystems, including AWS, Azure, Google Cloud Platform (GCP), VMware, hybrid cloud, or on-premises infrastructure environments.
  • Ability to analyze complex business and technical challenges and develop actionable recommendations for leadership and stakeholders.
  • Strong technical writing, analytical thinking, presentation, facilitation, and stakeholder management skills. Preferred Skills
  • Experience supporting enterprise architecture programs, technology modernization initiatives, or digital transformation efforts.
  • Experience supporting Federal IT programs and technology governance organizations.
  • Experience working within infrastructure, cloud operations, platform engineering, data center, managed services, or enterprise IT service delivery organizations.
  • Experience supporting Architecture Review Boards (ARB), Technology Review Boards (TRB), Change Control Boards (CCB), Engineering Working Groups (EWG), or similar governance forums.
  • Experience with requirements management, enterprise architecture, process modeling, portfolio management, or application lifecycle management tools.
  • Knowledge of business architecture, capability-based planning, process analysis, technology roadmapping, and investment planning.
  • Understanding of TOGAF, FEAF, DoDAF, ITIL, systems engineering, or related enterprise frameworks.
  • Experience using architecture repositories, modeling platforms, collaboration tools, or portfolio management solutions.
  • Certifications such as CBAP, PMI-PBA, CPRE, PMP, ITIL, TOGAF, Agile, or INCOSE Systems Engineering certifications.
