Job summary

The Minnesota Department of Human Services is seeking a Systems Account Budget Officer to review and implement budget setup, conduct cost allocations, and generate reporting for the DHS Systems Account and modernization efforts.

The role requires strong accounting/finance experience, familiarity with SWIFT, and collaboration across multiple DHS and MNIT teams to ensure accurate budgeting and reporting. This is a full-time position with standard day-shift hours in St. Paul.

Qualifications

• Three (3) years of accounting or financial experience.
• Experience with cost allocation principles or indirect cost methodologies.
• Familiarity with SWIFT or similar accounting system.
• Ability to analyze complex financial and statistical data.
• Bachelor’s degree in Accounting or Finance may substitute for one year of experience.

Responsibilities

• Collaborate with Systems Account Lead, Project Managers, MN.IT @ DHS fiscal staff and the FOD cost allocation unit to develop and maintain the financial components of all APD and systems account budgets, including coordinating and monitoring financial activities to ensure funding is available.
• Monitor the overall systems account funds as it relates to the budget structure, available funds, expenditures, FFP and cost allocation.
• Determine solutions to budget questions and issues to help ensure a balanced budget.
• Perform the quarterly audits for cost allocation with DCYF to ensure accurate billing of costs related to the systems account activities as it relates to federal financial participation (FFP).
• Maintain and monitor MNIT budgets, ensuring there are enough funds available to pay MNIT Bills and work with business areas to ensure line item billing is accurate for DHS expenditures based on program, systems and employee charges.
